Research On The Quality Evaluation Of Proposals Of Inner Mongolia Political Consultative Conference

Of the various ways in which the CPPCC performs its functions,the proposal is the most extensive,direct and effective.It is the only CPPCC work that is reported in detail to all CPPCC members in the annual CPPCC work report.Proposal quality is the life of proposal work.However,there is still a gap in the evaluation of the quality of CPPCC proposals.The overall evaluation system for the quality of CPPCC proposals has not yet been established,and there are many "blind spots" in the work.The unreasonable setting of evaluation bodies for proposals directly affects the performance of CPPCC proposals.There are many reasons for this result,including insufficient understanding of the importance of the quality evaluation of CPPCC proposals and deviation of understanding in the work process,but one of the most important reasons is the lack of a scientific and reasonable evaluation system for current CPPCC proposals.In terms of quality evaluation of CPPCC proposals,both relevant theoretical research and practical experience are slightly insufficient and need to be further strengthened.This paper holds that to improve the quality evaluation of CPPCC proposals,besides strengthening the quality evaluation system and mechanism construction of CPPCC proposals in Inner Mongolia Autonomous Region,establishing a set of scientific,operational,objective and fair proposal quality index evaluation system is the current practical demand for improving the quality of proposal work.This paper adopts literature analysis method,expert consultation method and comparative research method,analyzes the problems existing in the quality evaluation of CPPCC proposals in Inner Mongolia Autonomous Region,explores the causes and puts forward corresponding countermeasures,and makes preliminary design of the quality evaluation index system of CPPCC proposals in Inner Mongolia Autonomous Region.Through improving the construction of the quality evaluation system of the proposals,innovating the quality evaluation mechanism of the proposals,and carrying out the pilot work of the evaluation index system with a view to contributing to the quality evaluation of CPPCC proposals in Inner Mongolia Autonomous Region.
