Research On Performance Evaluation Index System Of The Work Of Handling The Proposals Of NPC And CPPCC Of Jilin Provincial Government System

NPC(National People’s Congress) and CPPCC(Chinese People’s PoliticalConsultative Conference) are two important forms of China’s socialist democracy，which bear important functions of the democratic supervision, political consultation andpolitical participation. The proposals of NPC and CPPCC are important carriers of NPCand CPPCC,which play their role. Dealt well with the proposals given by the NPCrepresentatives and CPPCC members is of great significance. It is not only beneficial topromote the communist party and the government decision-making to be scientific anddemocratic, improve the work style and transform to a service-oriented government, butalso beneficial to improve the enthusiasm of the NPC representatives and CPPCCmembers, participating in the political process, and to promote the construction ofsocialist democratic politics in China. However, due to unfully realization of the workof the proposals of NPC and CPPCC, the important role of the proposals of NPC andCPPCC isn’ t fully or effectively played. One of the most important reasons mainly liesin the lack of a sound performance evaluation mechanism and scientific and a set ofreasonable performance evaluation system. In order to improve this situation, thecurrent priority is to design a set of practical and feasible performance evaluation indexsystem. However, the domestic theoretical study of performance evaluation indexsystem of the work of handling the proposals of NPC and CPPCC is seriouslyinadequate, and the specific assessment practices in domestic provinces and cities lacktheoretical guidance, which is not typical. Recent years, in order to further implement the efficiency of the work, Jilin provincial governments pay high attention to the workof handling the proposals through improving the mechanism of performance evaluation.Suffering from a lack of a set of scientific and reasonable performance evaluation indexsystem, Jilin provincial governments doesn’t develop any relevant performanceassessing methods. In order to solve this problem, the JiLin provincial governmentoffice commissioned my mentor to take on a research project on performance evaluationindex system of the work of handling the proposals of NPC and CPPCC of Jilinprovincial government system. As a major member of the project, the authorparticipated in the specific design of index system in the project work. In the process ofresearch, basing on the specific situation of Jilin province, the author tries to build a setof practical and feasible performance evaluation index system with applying theory,method and tool of performance evaluation, which may help to build the index system.Removing the introduction and conclusion, this paper is divided into four parts.The first part of this paper expounds the related concepts and theoretical basis ofperformance evaluation index system. The author starts from the concepts of proposalsof NPC and CPPCC, basic requirements and procedures of the work of handling theproposals, and defines the concept of performance evaluation index system of the workof handling the proposals of NPC and CPPCC, frist puts forward that the index systemmust balance three aspects of management, process and result. Finally, this paperCombs the theoretical basis of the performance evaluation index system.The second part of this paper simply combs development history of the work ofhandling the proposals of NPC and CPPCC of our country, summarizes the status quo ofperformance evaluation index system of the work of handling the proposals of NPC andCPPCC, finally points out the main problems existing in the current index system, sothat Jilin Provincial Government can avoid such problems.In the third part of this paper, construction principles and operating basis have been made clear. The author thinks that the construction of index system must observe fiveprinciples(service oriented, objective and scientific, comprehensive systemic, feasibility,combination of quantitative and qualitative),finally this paper puts forward operatingbasis from the theoretical basis, specific situation and practice basis three aspects.The fourth part of this paper builds the framework and content of the index system,which includes the overall framework, indicators content and index weight, finally putsforwards the implementation strategy of perfecting the system from four aspects:application of the results, evaluation of the main body, evaluation methods, andevaluation indicators.In China, the study in this paper is still new, which needs to constantly improveand explore. This paper effectively shows good adaptability between the theory toolsand the construction of performance evaluation index system, and proves that this kindof practice is feasible. Of course, the author also expects this index system can play animportant role in the performance evaluation work of Jilin province in the future.
