The members of the East African community include Tanzania,Kenya,Uganda,Rwanda,Burundi and southern Sultan.In recent years,a large number of foreigners into East SADC countries employment,to bring the impact of the local labor market,resulting in a decline in the employment rate of EAC countries,resulting in change of the local labor market and consumer market,breed social instability.EAC country itself in the development period of economic development and social management,in order to solve the social problems brought by the employment of foreigners,the East SADC countries made restrictions on foreigners employment legal system more clear.EAC restrictions on foreigners employment is the main legal basis "labor law" including Rwanda "Kenya citizenship and immigration law" "Uganda citizen and immigration control law" "Burundi Investment Law" "non citizen of Tanzania Employment Ordinance" "Kenya" and "South Sultan immigration law labor law" etc..Among them,the majority of Member States through the labor law and the immigration law stipulates the basic requirements for employment of foreigners and restrictions on employment of foreigners legal provisions.EAC countries mainly through the above legal basis for restricting the employment of foreigners,the specific restrictions can be summarized as foreign labor quota system,work visa system,access qualification system,procedure system and other restrictions on foreigners employment.The work visa system is the most important way to limit the entry of foreigners,the East SADC countries must obtain employment specific work permit issued by the East SADC countries.Work visa restrictions are mainly divided into two aspects,one is work visa time limit,including visas when the time limit prescribed during the residence visa and the short time limit;on the other hand is a work visa fee limit,refers to the East countries through a high visa fees restrictions on foreign workers into jobs.Foreign labor quota system,refers to the company to hire foreign workers to the Ministry of the interior must apply for and obtain the foreign labor quota,EAC countries mainly by setting quotas for specific jobs to limit the employment of foreigners.The qualification system is the foreign workers and foreign companies to enter the East SADC countries engaged in specific industries should be made or have qualifications,including two aspects of industry access and entry access.The procedural system limits employment by setting up complex procedures.In addition to the above restrictions on foreigners employment way,East SADC countries also follow the example of other African countries,such as "welfare" and occupation training and other aspects of the limit.EAC countries on foreign legal system,increase the difficulty of Chinese citizens and Chinese enterprises to enter the East SADC national labor markets and investment markets.In order to cope with various kinds of restrictions,the current measures of Chinese enterprises and Chinese employees can be summarized as legal,effective and legal,but ineffective measures.Based on the existing countermeasures are analyzed,summarized the Chinese funded enterprises and Chinese employees to deal with employment restrictions so as to seek advice,the Chinese funded enterprises and Chinese workers in the East SADC national long-term development road.
