A Study On The Present Situation And Countermeasures Of China's Public Diplomacy To Laos

Since the 21 st Century,China has been committed to creating a good environment of neighborhood diplomacy,and strengthening the communications with its neighbouring countries in terms of social,political and economy constantly.Laos and China both belong to the socialist countries.During more than half a century ago,since the realization of diplomatic relations in 1961,Laos and China have gradually became friendly neighbors with each other,which have mutual political trust,mutual economic benefits and the exchanges and cooperation in other aspects.However,as Chinese economy aggregate growing,China's GDP became the world's second next only to the United States,the dual attributes of huge economic strength and the identity of the developing countries,make Laos and other neighboring countries began to worry that China pretend to be a "developing country",but in fact it would repeat the history of "power leading hegemony".The asymmetric cognition between China and the other neighboring countries has hindered the further development of their relations.Therefore,it is very important to carry out public diplomacy which could help to establish a good overseas image and consolidate the friendship between the Chinese peoples and the people of the world.Carrying out public diplomacy to Laos will help enhance Chinese-Laos mutual political trust and understanding.The author takes governments,business enterprises,universities,non-governmental organizations,tourist groups and the news media as the subjects of the research of the public diplomacy to Laos and the research object of this article.And then,carrying out the research of the public diplomacy to Laos in three aspects,those are the status,the problems and the countermeasures and suggestions.First of all,the analysis of the status quo.In this part,it mainly analysis the current public diplomacy behaviors of those six subjects in cultural exchange,cultural transmission,media PR and other public diplomacy activities.Second,finding out the problems.It is summed up as follows: the government has not yetimproved the institutional mechanism for the public diplomacy to Laos;the responsible image of business enterprises is not good enough in Laos;universities between China-Laos are lack of in-depth exchanges and cooperation;the non-governmental organizations do not attach importance to the public diplomacy to Laos;the tourist groups are lack of the awareness of public diplomatic;the news media has not yet perfected the mechanism of media PR and transmission.Finally,putting forward the countermeasures and suggestions.That is: the government should improve the relevant mechanisms of national education,media supervision,think-tank suggesting and civilized outbound traveling;business enterprises take righteousness instead of profit as first,and create a responsible image actively;universities deepen bilateral cultural exchanges and cooperative education;non-governmental organizations attach importance to public diplomacy to Laos,and strengthen bilateral exchanges and cooperation;tourists enhance their awareness of public diplomacy,and practice civilized traveling actively;news media perfect the mechanism of media PR and cultural transmission.
