The Study On The Single-child-family's Existing Elderly Care Problems In Shizhong Distric Of Jinan City

In April 1980,Shandong Province promulgated the "Trial Provisions on Some Issues Concerning Family Planning in Shandong Province" and started implementing the family planning policy formally.34 years later,in May 2014,when the "two-child fertility policy for couples where either the husband or the wife is from a single-child family" was enacted,Shandong Province ended the strict family planning policy.It is undeniable that the implementation of the family planning policy has effectively controlled the rapid growth on population over a period of time and has produced good demographic benefits through the reduction of the birth rate.However,the family planning policy has also brought a series of far-reaching negative impacts on the economic and social development in our country.It has accelerated the process of population aging and has resulted in the formation of millions of singleton families with high-risk inverted triangle family structures.In an instant,the only children have grown up,their parents are rapidly aging and the large elderly groups' demand for pension services is growing.So pension,especially aging parents' pension in single-child families has become an important factor that influence economic,social,political,culture,ecology and many other aspects'development.Elderly care problems have become one of the urgent social problems that need to be solved.Compared with multi-child families,people should particularly concerned about the pension problem in the single-child families because of their smaller family size,single mainstay of support and higher risk of retirement.Statistics show that by the year 2000,the family planning policy has resulted in more than 5.6 million single-children in Shandong.As the center district of Jinan City,the family planning policy of Shizhong District had been implemented very well.The family planning rate has risen nearly 100%over the years.This paper takes the single-child families of Shizhong District as the research object.The author conducted a survey on the wishes and needs of the parents of the single-child families and multi-child families,the conditions of their families and their children's support through questionnaires.Then she conducted a comparative analysis of the survey results.Through the analysis of the data,we can see that within the single-child families there are problems like the children in the single-child families have insufficient support for the family pension,the economic pressure on the old-age care and the lack of spiritual comfort etc.While outside the families there are problems like the basic supporting system is imperfect,the main body of pension liability is deficient,and the development of the pension industry is too slow etc.In the end,in order to let the parents of the only one-child families be good taken care of when they grow old and improve their quality of life and happiness index.This paper see from the perspectives of the government,society and family,by exploring the relationship between the responsibilities and rights of the government,society and family in terms of pension,to construct the pension industry system in which multiple subjects participate together and give full play to their role.Hope to provide a reference solution to the issue of the single-child-family elderly care in China.
