Rise Of BRICS And Transformation Of International System

Since the 21st century,especially after the 2008 international financial crisis,BRICS are rising,becoming an important political power in the world.On the one hand,BRICS have achieved rapid economic development,the comprehensive national strength growing,and catching up with the western powers.On the other hand,BRICS cooperation mechanism is rising.BRICS have established all-round,multi-level and wide-ranging practical cooperation,playing an increasingly important role in global governance.The rapid rise of BRICS has had a profound impact on the international system,making it transform from the west as the center to the east and the west co-dominate.From the perspective of international power structure,BRICS promote the structure of "one superpower and many powers" to become multipolar power structure and promote the balance of power between the east and the west.From the perspective of international institutions,BRICS promote reform and improvement of existing international institutions and establish new international mechanism,weakening institutional hegemony of the west.From the perspective of international concept,the BRICS create the spirit of "mutual respect and mutual understanding,treat each other equally,unity and mutual assistance,openness and inclusiveness,mutual reciprocity and mutual benefit" through ten years of pragmatic cooperation,providing new conduct norm for international community and promoting the formation of new international concept.Of course,it’s will be a long,winding,complicated history period for BRICS to promote the transformation of international system.In this historical process,BRICS are faced with both internal and external challenges.In terms of inside,BRICS are faced development difficulties and the interest conflict of them.In terms of outside,Western powers still have comparative advantages in international system and take measures of containment and differentiation.Therefore,BRICS need to adopt four measures.Firstly,solving the development problem and raising the comprehensive national strength;Secondly,promoting the institutionalization of BRICS cooperation and making it an important global governance mechanism;Thirdly,promoting the "BRICS+" cooperation model and making it an important platform for south-south cooperation;Fourthly,handling the relation with western powers properly and sticking to the strategy of cooperation without confrontation.In a word,with the rise of BRICS,the east is moving from the edge of international system to the center.The international system is undergoing great transformation,transforming from the west as the center to the east and the west co-dominate.
