China's fertility policy and one-child policy have had a profound impact on China's economic and social development.It brought some positive effects and also produced many parents who lost their only child.After losing their children,their life was being quite difficult.The issue of the elderly who lost their only child is being watched by more people.However,under the contradiction between China's severe aging situation and the incomplete social security system,there is no cure for this problem.This paper takes the elderly who lost their only child as the research object The research was carried out in the background of social policies underpinning and based on the situation of Shandong Province.By understanding the survival status of the elderly who lost their only child,the plight of old-age pension and the lack of existing pension policies,the paper gave suggestions on how to satisfy the need for the elderly and solve their worries.This paper used literature research method,field research method and statistical analysis method to research.Sources of the materials used in the full text include,but are not limited to,second-hand materials such as academic literature,policies,media reports,and first-hand information collected by interview questionnaires,field observations,and records of physical evidence.Among them,the field research mainly uses the in-depth interview method,using the semi-structured questionnaire to interview the elderly who lost their only child.Samples of interviews were obtained by means of sampling by purpose.It collected more information through semi-participatory observation.In the literature research,the analysis of policy literature data mainly used two methods,classification analysis and comparative analysis.This paper sorted out and analyzed the policies support and practice development of Shandong province and other provinces for the elderly who lost their only child.It grasped the development status of the old-age security policies and the old-age service policies for the elderly who lost their only child.Combined with the background of the social policies underpinning,this paper clarifies two basic contents:the core position of the old-age security policy system for the elderly who lost their only child and the key role of the old-age care service policy system for the elderly who lost their only child.Field research relied heavily on interviewees.Through the inductive analysis on first hand data collected,this paper grasped the real life situation of the elderly who lost their only child and fund the pension dilemma and basic needs of the elderly who lost their only child.It helps to solve the problem of old-age care for the elderly who lost their only child and provides support for the presentation of more targeted policy recommendations.Based on the actual situation in Shandong Province,the article promotes problem solving from three paths.Firstly,comparing the development of policies within and outside the province.Secondly,finding out the gains and losses through the vertical analysis and correcting mistakes in time.Thirdly,Adopting the recommendations through the needs and demands of policy objects.The paper made five aspects of discovery.Firstly,social security is the most preferred approach to old-age security for the elderly who lost their only child.Secondly,the needs of the elderly who lost their only child have both their group characteristics and individuality,and they need to vigorously develop social care services.Thirdly,the government urgently needs to establish and improve the institutionalized old-age system.Fourthly,it is necessary to establish a policy system for the old-age security of these people.Fifthly,to create a good external environment.This paper outlines the four-in-one old-age system for the elderly who lost their only child.It need include old-age survival security system,the old-age service system,the guarantee system,the external environment system.It need clarify government responsibility,safeguarding their rights and interests and promoting social stability.
