Research On Action Strategies Of G Environmental Protection Social Organizations In Environmental Conflict Events

At present,social conflicts caused by environmental pollution are take place frequently.The government,as the first responsibility body,has a government failure phenomenon in environmental governance.With the promulgating and implementating of the new environmental protection law,environmental social organizations have received more support and attention.Environmental social organizations have the advantages of highly organized,rational and professional,which can be more widely involved in environmental conflicts in order to make up for the failure of the government and the market.Under the current system of our country,environmental protection social organization should play its due role in environmental conflict and maintain its own legitimacy,so it puts forward higher requirements for the action strategy of environmental social organizations.This paper,taking the G environmental social organization as the research object,and the theory of market and government failure and the theory of public governance as the theoretical basis,systematically introduces the development of G environmental social organization.Meanwhile,it combs and sums up the major environmental conflicts involved in 2014-2018.Based on stakeholder analysis framework,this paper presents the strategies adopted by G environmental social organizations to participate in environmental conflict events,including resorting to local government departments strategy,striving for the supporting strategy of higher government departments,media strategy and public interest litigation.Based on the degree of interest and conflict of interest,the risk of G environmental social organization's involvement in environmental conflicts is increasing.In a specific environmental conflict event,the action strategy of G environmental social organization presents a certain regularity,which provides some experience for other environmental social organizations to participate in the environmental conflict events.In order to further improve the ability of environmental social organizations to participate in environmental governance,this paper puts forward countermeasures and suggestions based on two dimensions of government and environmental social organizations.The government should correctly understand the role of environmental organizations in participating in environmental conflict events,and establish multiple dispute resolution mechanisms,evaluation and incentive mechanisms.Environmentalprotection social organizations should maintain their independence,improve their environmental practice ability and enhance mutual aid and cooperation in environmental conflict events.
