Chinese economy is developing rapidly under the price of ecological environment’sdeterioration. High energy-consuming and pollution-intensive plants are wildly built byregional government not only to increase GDP but also to decrease local people’s life quality,because these plants bring severe pollution to local environment. The arousal of peoples’awareness on environment protection and right protection leads to more environment relatedrights protecting events. Inexperienced authorities’ mishandling helps those events evolve intomass-disturbance. Recent data shows that the number of environmental group events of ourcountry is growing which brings huge threat to the construction of a harmonious society.Present researches on this subject are all mainly macro-guided. The author of this thesismainly works on micro-issues by analyzing group events participant’s action strategy to giveregional governments a operable guideline.Based on the Social action theory, this article comes up first with background, meaningand method of research as well as home and abroad literature review. Then secondly, basictheory related such as the Social Action Theory, the Game Theory and The Social BurningTheory is mainly being stated. The Social Burning Theory is used to analyze the evolvementof the four phases of environmental group events, which four phases are ferment, occurrence,escalation and settlement. This analysis works as a step stone to further research onparticipant’s action strategy. Thirdly, this thesis analyzes factors that influence participant’sdecision making and strategy choosing and how these factors affect the whole evolvement of aenvironmental group events. Such factors are: participant, intelligence, cognitive structure andgains. Fourthly, the combination of the game theory and the evolutionary stable strategy buildsa game model to analyze and display processes of all participants’ different strategy taking inseek of maximum profits and realization of equilibrium. This analysis helps us to have betterunderstanding of the participant’s inner motivation of changing strategy to reach a calm-down.At last, under the framework and analysis of all those above, the author aims to offer regionalgovernment not only a steady theoretical basis but also operable, practical and variable adviceaccording to four phases of an environmental group events.The author hopes that the study of this thesis will not only reduce the number of Chineseenvironmental group events, but also alleviate the damage of it, which means to have a strongtheoretical and practical significance to the government’s prevention and management ofenvironmental group events.
