Since the 18 th National Congress of the Communist Party of China,we have been making progress in the process of comprehensively deepening reform.The rational allocation of resources has become an important development direction for building sustainable development.While vigorously pushing the structural reforms on the supply side,the General Office of the CPC Central Committee and the General Office of the State Council issued the “Guiding Opinions on Innovating the Way for the Government to Distribute Resources” in January 2017,which was proposed for the government’s effective allocation of public resources.Higher requirements.In recent years,Hunan Province has actively explored the allocation of public resources,strengthened the role of the market in the allocation of public resources,and greatly improved the effective utilization of public resources in Hunan Province.To ensure more effective allocation and use of public resources in Hunan province,to ensure that the publicness of public resources and realize its social benefit maximization,Hunan provincial conditions to strengthen the construction of the security mechanism in the way of government innovation resources allocation is a necessity and urgency.This article will analyze the status quo of the protection mechanism in the resource allocation method in Hunan Province,and strive to seek innovation through major aspects such as regulatory mechanisms,organizational leadership mechanisms,and legal mechanisms,so that the Hunan Provincial Government will further reform and improve the resource protection mechanism.For the Hunan provincial government to innovate public resource allocation.
