Research On Optimizing The Allocation Of Social Undertaking Resources In Hunan Province

Social undertaking resources are closely related to people's basic life,and the optimal allocation of social undertaking resources is an important way to make up for the shortcomings in vulnerable areas,implement the strategy of Rural Revitalization and realize a well-off society in an all-round way.With the continuous prosperity of China's socialist market economy,people's living standards and quality of life have been improved unprecedentedly.At the same time,problems such as polarization of the gap between rich and poor,unbalanced distribution of public services among regions have become more prominent.The main social contradictions in our country have been transformed into the contradiction between people's growing need for a better life and unbalanced and insufficient development.In January 2017,the central government issued the Guidelines on Innovating the Ways of Government Resource Allocation,which put forward the basic goals and development directions for the allocation of social undertaking resources,aiming at achieving more efficient fairness and equalization.Under the policy guidance of the central government,Hunan Province actively promotes the optimal allocation of resources.In 2017,the Hunan Development and Reform Commission launched a major project of "innovating the allocation of government resources and promoting the supply-side structural reform".Based on the participation and research of this project,this paper makes a thorough analysis and research on the allocation of social undertaking resources in Hunan Province.Firstly,it combs the related research on the allocation of social undertaking resources,and understands the progress of current research,the main problems reflected and the research method we can learn from them.Secondly,it defines the concepts of social undertaking resources,Social undertaking resource optimization configuration and Social undertaking resource allocation method.In addition,the government-market relationship theory,the public goods theory,the new public service theory and the principal-agent theory are explained,and the necessity and influencing factors of optimizing the allocation of social undertaking resources are indicated.On this basis,we should have a thorough understanding of the current situation of social undertaking resources in Hunan Province,and grasp the total amount of social undertaking resources and the process and effectiveness of theallocation of social undertaking resources in the province.Through data analysis,regional comparison and comprehensive analysis,this paper points out some problems existing in the allocation of social undertaking resources in Hunan Province.At the same time,the reasons for the problems are analyzed,and the successful experiences of the United States,Some European countries,Guangdong Province and Nanning City in Guangxi in allocating social undertaking resources are introduced.Finally,on the basis of learning excellent experience,we put forward some suggestions to optimize the allocation of social undertaking resources according to the problems and causes of Hunan Province.
