Study On The Government Management In The Survey Of Land Resources

Marx ever pointed out that:“The land is always indispensable for human beings’ survivaland reproduction.” The land resources are not only the load bearing but also the basis forhuman beings’ living and production. Recently, as the rapid development of the populationand economy of our country, the problem of land resource scarcity is becoming more andmore serious and its vulnerability is becoming more and more obvious. Therefore, it isinevitable for governments to strengthen the protection and management to the land resourcesand eventually realize the harmonious development between the land and human beings.The survey of land resources is a great survey about China national conditions andstrength and a basic survey to strengthen and improve land resources, which processimportant strategic significance. In order to use land resources reasonable, we should be clearabout the quantity, quality and spatial distribution and so on of land resources. Only by thiscan we really realize the management and protection about land resources. At the same time,the survey of land resources is a complicated social system engineering, whose objects relateto every citizen and every inch of land, so we could come across many complicated situationsduring the survey and touch the interest of many sections and individuals, the stagger andconflicts among these interests will affect the authenticity of the basic data in the survey ofland resources and eventually affect the reliability of the survey results. It is inevitable forgovernment to strengthen the supervision and management to survey of land resourcesconstantly and consider all-around interest, which can ensure the reality and validity of thebasic data in the survey of land resources and offer reliable data supports for social andeconomic macro decision-making and land resources management and promote the socialconstruction being resource-saving and friendly to environment.In order to ensure that the land resources survey work smoothly, our country establishedthe land survey system, and adopted a series of effective measures. However, the practice ofspecific circumstances, there are still many problems. The reason is that the governmentmanagement does not reach the designated position that is the fundamental problem. In thisthesis, we make the government management as the research target, which can let us have a systematic and new view on the survey of land resources. From the basic concept of landresource survey and the theory, this thesis makes the related responsibility for the governmentin land resources survey be clear. Then, we have a comprehensive survey on the currentsituation of government management in China Land Resources investigation and summarizegovernment’s achievements in the management of land resources investigation, the existedproblems and its reasons. In this thesis, we make comparisons between two managementmodes in Chinese government Land Resources investigation and management and summarizesome experience and lessons. Lastly, we take attention on the existed problems in themanagement and are on the basis of learning overseas experience, we take some reasonableadvice on the laws and regulations, survey plan, management mode, technology innovation.
