The Legitimacy Dilemma And Strategy Of Taiwan "SHUTER" Public Welfare Organization In Mainland China

With the reform of China's political and economic system and the acceleration of social democratization,the social organization,which is the core force of the civil society,presents blowout development.However,the government,as the main body of the initiative to promote the transformation,still has a strong discourse power and occupies a dominant position in the distribution of the emerging social organizations.This means that the survival and development of social organizations are closely related to the behavior and attitude of the government.The interactive relationship between social organizations and the government needs to obey certain "rules".They are relatively stable or unstable.It is the lack of the "system" that supports the relationship between the social organization and the government,which makes the "strategy" very important,and the action strategy varies from person to person and time and time.This article selects the SHUTER public welfare organization with the overseas background as the case study.Through the organization of the organization's volunteer identity through the deep organization,the organization has carried out in-depth investigation and data collection on the activities of the organization in the mainland,and the development of the social organization under the environment of China's social transformation.In accordance with the theory of resource dependence and the theory of structural action,a detailed analysis and description of the action strategies adopted by social organizations in the mainland for the acquisition of legitimacy are carried out in a dynamic perspective.In the case,the reasons for the obstruction of legalization are analyzed in detail: first,there are doubts about the political risk of the overseas social organizations;secondly,the dual management system restricts the registration of overseas social organizations;and thirdly,the law does not stipulate that the government departments have the obligation to receive overseas social organizations.According to the "high threshold" of the legitimacy encountered by the social organizations,this paper interprets the strategy of case legalization path action: using the relationship of borrower to pry the legitimacy;through the strong leadership strategy;building a cooperative bridge with the project as a platform;building a mutually beneficial altruistic chain strategy;and grasping the opportunity of political opportunity.And then,from the action strategy ofobtaining legitimacy for other social organizations in the legal predicament,the social organizations gradually break through the institutional obstacles,and put forward the suggestions of adaptive countermeasures: to highlight the political legitimacy,to obtain the permission of the mainland,to attach importance to the government public relations,to establish a good cooperative relationship,and to improve the governance mechanism to improve the service level and so on,so as to improve the service level and promote the development of social organizations.
