Research On The Legitimacy Construction Of Grassroots Public Welfare Organizations

From the beginning of the"first year of public welfare",grassroots public welfare organizations began to appear in large Numbers.A large number of grassroots public welfare organizations have not only become an important force in China's public philanthropy,but also made a positive response to China'ssocial system reform and the transformation of social governance pattern.However,from the perspective of reality,it is normal for grassroots public welfare organizations to face the crisis of legitimacy,which makes it difficult for them to effectively play their social governance functions and meet the needs of building a harmonious socialist society.Therefore,it is urgent to construct the legitimacy of grassroots public welfare organizationsThe legitimacy construction of grassroots public welfare organizations includes two dimensions:the theoretical basis of construction and the concrete path of construction.From the previous dimension,the legitimacy theory containing Chinese and western wisdom is the theoretical basis for the construction of grassroots public welfare organizations.It is both normative and empirical,belonging to the category of both value and emotion.Based on this,the latter dimension can be expanded from the two indispensable parts of external legitimacy and internal legitimacy.The construction of the external legitimacy of grassroots public welfare organizations is based on the normative legitimacy theory,follows the value orientation,takes conforming to the system value norms as the core,and completes by conforming to the mainstream politlical values,conforming to the social tradition and value norms,abiding by the administrative rules and regulations and obtaining the legal status in accordance with the law.The construction of internal legitimacy is based on the empirical legitimacy theory,follows the emotional orientation,takes the emotional loyalty of organization members as the core,and is completed under the joint promotion of strengthening the organization's internal governance ability,enhancing the realization of the organization's mission,and strengthening the moral construction of organizational leadership.Value by incorporating"fit"and"emotional loyalty"dual variables,the coinstruction of public welfare organizations external legitimacy and internal legitimacy,can let the legitimacy of the grass-roots public welfare organization to achieve the greatest degree of filling,finally realizes the efficiency of the social governance,promote the development of China's public welfare charity with the construction of a harmonious socialist society.
