Study On Local Supervision System In Yuan Dynasty

The local supervision system in Yuan Dynasty is an important constituent part of the political system in the Yuan Dynasty.This article takes the setting up of local supervisory organ as an entry point to study some measures that were used to supervise the local government before the Yuan Dynasty.Through comparative analysis of the construction of the local supervisory organ before the Yuan Dynasty,it concludes that the fixed local supervisory organ emerged for the first time in ancient China Yuan Dynasty.This article objectively evaluates the characteristics,functions and drawbacks of the local supervision system of the Yuan Dynasty,so as to benefit current reform of the supervision system.This article is divided into six parts to study the local supervision system of the Yuan Dynasty.The first part sorts out the local supervision measures taken before the Yuan Dynasty and analyzes the setting of the local supervision organ in this period,and concludes the relevant contents of the Censor System Station and Executive of the Honest Department including the significance of setting up the Censor System Station and the difference between the Justice Department and the Executive of the Honest Department.In the second part,it studies the selection,appointment and assessment of the local supervision officials in Yuan Dynasty,including the election conditions,assessment standards and assessment results of the local supervision officials.The third part concludes and summarizes the formulation of local supervision laws and regulations in Yuan Dynasty,including the specific provisions of the relevant laws and regulations of the Censor System Station and Executive of the Honest Department.It objectively evaluates the characteristics of the local supervision laws and regulations.The author believes that the local supervision laws and regulations in Yuan Dynasty have the characteristics of both entity and procedural coexist,focusing on the rules of the work system and breadth and particularity coexist.The fourth part systematically summarizes the monitoring targets and monitoring methods of the local government,including the supervision targets of the Censor System Station and Executive of the Honest Department,as well as the monitoring methods such as flattering and pressing asking.At the end of this section,it summarizes relationship among implementer of Censor System Station,Censor System Station and Executive of the Honest Department,which is also the major feature of the local supervision system in the Yuan Dynasty.The fifth part sorts out local monitoring issues.The content of supervision covers administrative,judicial,military,political and financial affairs and other matters.It can conclude that the scope of local supervision in the Yuan Dynasty is quite extensive.The sixth part summarizes evaluation of the local supervision system in Yuan Dynasty including the analysis of the characteristics and function of the local supervision system and its inherent defects under the government of centralization of state power.
