Study On Local Monitoring System Of Song Dynasty

The local supervisory system of Song Dynasty was divided into two: Roadlevel and State level. There were four institution of the Road level: ZhuanYunSi,TiDianXingYuSi, TiJuChangPingSi and ZouMaChengShou. The early Song dynastyZhuanYunSi established as military, and it’s power continued to expand after TaiZong.ChunHua two years, the rulers set up TiDianXingYuSi in order to differentiate thepower of ZhuanYunSi. TiJuChangPingSi was installed in Wang AnShi’s reform period,and administered finances with ZhuanYunSi, TiDianXingYuSi, and monitored localofficials. In fact, ZouMaChengShou was the eyes and ears of the emperor plugged inthe local officials’side, and monitored their behaviour. The State level of SongDynasty was TongPanTing.It installed in QianDe first years, and largely managed themonitoring services of the State level.The local supervisory system of Song Dynasty were not chained, and the powerof office was not crossed, but there was a distinction between the important and thelesser one. Their relationship was complicated and confused. Even they played apositive role in operation of district administration and stability of the State ruling.However, the confusion caused by excessive local supervisory system gave its normaloperation some difficulty.But there was criss monitor network in the local supervisory system of SongDynasty, and played an important role on eliminating local separatist, easing socialconflicts and stabling local rule such areas, and had a profound impact on latergenerations. But, officials mutual their functions and powers, fragmented,administrative efficiency low, corruption is becoming increasingly serious, ultimatelylead to destruction of the Song Dynasty.
