Construction Of Policy Guarantee System For Open Government Data In China

Data information,like the lifeblood of the revolution of science and technology,is the "oil" of the new era.In the whole social operation system,the government is in the main position and is the largest owner of the social information resources.These data will bring new challenges to the whole social management and have great impetus and promotion to the development of the whole society and the national economy.Now,in the field of data opening,developed countries have made good progress in the field of data open,and their research and practice in this field have not been stopped,so that they will continue to develop.Through the research and analysis of their promulgation policies,we can get inspiration for China and provide reference for China’s next policy formulation.Based on the analysis of relevant policies and practices at home and abroad,this paper puts forward the policy guarantee system of China’s open government data.At present,Our government has developed a number of open government data policies which have promoted the public data of our government and explored the potential value of government data.However,the implementation,implementation and effectiveness of these policies need to be strengthened.Therefore,these policies require a series of safeguards to ensure their implementation.This guarantee system is constructed from the construction of classified catalogue,production standard of open data,data release policy and management service policy.This is a guarantee system including production links,release links,service links and so on.Multi department cooperation is needed,and more professional personnel and skills are needed.Finally,based on the actual situation,this study looks forward to the development potential of China’s open government data,and puts forward the future research direction of our country in this field.
