Research On The Guarantee Mechanism For Government Data Open In China

The global open access movement has promoted the spread and sharing of knowledge.On this basis,the data that can describe the objective things most intuitionistic and primitive has been paid more and more attention.To a certain extent,the value of data goes beyond information and knowledge.As the largest owner of social information resources,the government owns the data covered all aspects of the society.These data has inestimable application value and will play important role in the context of the big data age.Opening government data is the only and necessary way.In order to make the government data play its great value and to ensure data security,the construction of guarantee mechanisms will become an important part of the government data open research.Most of the initial researches about government data open have been focused on studying a case of foreign practice research and summarizing the experience.Recently,it has gradually extended to the related concepts and theoretical research on the government data open.Some researches on the guarantee mechanisms of government data open have been gradually carried out.At the same time,the existing data platform in China is organized according to the data source organization and the domain concerned,which lacks the corresponding organization standard;The data also lacks the necessary semantic association,which greatly affects the accuracy and efficiency of data retrieval;The study on government data open in China started late,so the relevant policies and laws cannot control the quality of data.There are few researches on the guarantee mechanisms of government data open.Therefore,this subject will study the construction of guarantee mechanisms in order to provide some suggestions for the domestic government data open.In this paper,the guarantee mechanisms include 4 aspects: policy and legal construction,platform construction,implementation and cooperation mechanism construction,supervision and feedback mechanism construction.Based on the main research content,the research of this subject mainly includes the following 3 points:1.Firstly the guarantee mechanisms in United States,United Kingdom,India are introduced and analyzed;after that I compare and analyze the existing domestic and international data open platform,sum up the problems and put forward the corresponding solutions;then introduce the theory and methods of Cybernetics and demonstrating the feasibility that cybernetics is applied to research on guarantee mechanisms of open government data;next I study on guarantee mechanisms from the perspective of cybernetics.2.Building a social system of open government data.The system includes 3 parts,controller,actuator and feedback part.At the same time,the system analyzes policies and laws construction,platform construction,implementation of cooperation mechanisms construction and supervision feedback mechanism construction specifically.Based on the composition of the control system I construct the flow chart;Taking open government data and data management as the control tasks and control parameters of the guarantee system,putting forward the work flow of the support system in our country.3.From the view of quality control,this paper makes an empirical analysis based on 3 levels include data authority,data security and user demands to test the effectiveness of guarantee mechanisms.Opening government data has become a trend in the world,and Chinese government show a high degree of attention on government data open from 2015.Although China's government data open study has not really started,there are many problems on related research.However,based on the existing research,China can formulate and improve relevant laws and regulations according to China's national conditions,and vigorously publicize the relevant concepts of government data open to raise the awareness of People's openness.At the same time,we can draw lessons from the foreign construction of guarantee mechanisms for government data.Make sure that the guarantee mechanisms can play the guiding role in process of government data open.Based on this research,I hope to provide some reference suggestions on building the legal construction,platform construction,relevant execution and cooperation mechanism,supervision mechanism.
