Analysis Of Chinese Government Open Data Based On Traffic Data Set

With the rise of the information wave,data has become the most valuable resource,and the government has become the largest data owner in the society due to its special status.Governments all over the world clearly know that government open data will play an important role in government transformation,economic development,urban progress,improving public living standards and achieving good communication between government and the public.Which government has real-time,high-quality data represents the ownership of data initiative.In 2009,the government open data portal of the United States and the United Kingdom first launched,which attracted worldwide attention and set off a research upsurge of government open data.Therefore,countries have accelerated the pace of government open data research.In 2012,the government open data portals in Beijing,Shanghai and Zhanjiang came online one after another,announcing that China has formally joined the ranks of government open data research.As an important area for the development of modern cities,traffic requires comprehensive and real-time data support.The government has the most traffic data,so the traffic open government data has become the focus of many scholars.The government open data system,data quality,data construction,and public participation in data development will have a great impact on traffic government open data.However,at present,China's traffic government open data development is slow,and there is a big gap with the United Kingdom,the United States and other countries.In view of this,the author hopes to provide some suggestions for the development of China's traffic government open data through the reference of foreign excellent experience.Firstly,the author read a lot of documents about government open data,and on the basis of understanding the development of government open dataand international open data barometer,the author got own views on government open data and traffic government open data.Secondly,because there is no government open data portal at the national level in our country,the author selected seven provincial government open data portals to study the traffic government open data,analyzed the current situation of traffic government open data from data publishing agencies,data formats,metadata standards and other aspects,and from three aspects of data preparation,data construction and public participation to summarized the inadequacies of traffic government open data.Thirdly,research the United Kingdom's traffic government open data which ranked first in the open data barometer,and its data sources,data protocols,data open level and so on are analyzed,and the data of London Transportation Bureau are taken as a case to analyze.Finally,according to the deficiencies of domestic traffic government open data and the analysis of the United Kingdom's traffic government open data,the author puts forward suggestions on the construction of traffic government open data from five aspects: institutional system,policy system,data availability,data quality and the participation of enterprises and the public,so as to promote the all-round development of traffic government open data.
