The Improvement Of Chinese Open Government Data System

In the context of big data,open government data(OGD)plays a beneficial role in employing government data to promote economic growth and to ensure livelihood services,allowing China to build Chinese strength in data.Despite numerous regulations and policies aimed at developing Chinese OGD construction,the existing Chinese OGD system remains rudimentary and unsystematic.Therefore,further study of Chinese OGD system is desirable.In this thesis,the definition and extension of OGD are first identified utilizing decompositional interpretation,followed by a discriminant analysis between OGD and open government information.Then,a comprehensive analysis of Chinese OGD-related regulations and policies from national and local governments and a survey of local OGD platforms are carried out,highlighting problems with ineffective policy system,weak OGD governance,and outdated platforms.Furthermore,OGD systems and platforms in the USA and the UK are examined,inspiring Chinese OGD system from the perspectives of regulations and policies,OGD governance,and platform construction.According to the above research,suggestions are given to improve Chinese OGD system.In terms of the legislation,"Regulations on the open government data" should be introduced to effectively address the issues of independent legislation and lack of unified standards of current local OGD legislation;for OGD system,it is recommended to be on the basis of the end-to-end management system of government data.Specific regulations on methods and principles of data collection are advised,while a unified OGD content is recommended to ensure the OGD implementation of local governments.In addition,the clarification of OGD boundary should be further clarified and security computing technology is also necessary to ensure data security;As for OGD platform construction,a national integrated government service platform should be set as soon as possible,in which high data quality is required,and mechanisms in feedback and evaluation from users are also important.In this way,a sustainable OGD platform with high data quality can be constructed.This study is meaningful in providing further improvement of Chinese OGD system.
