There is a close relationship between the network performance and the degree of interaction among members in the network,methods of network management,and evaluation strategy of network performance.Therefore,the discussion of the emergency quality of public safety accidents requires a perspective of network analysis.For dynamically exploring the interactions among network members,this paper uses the social network analysis method.And the network of government organizations formed in the emergency response of the "8·12" Tianjin port accident is research object.Try to explore the network types and network performance of the emergency network of production safety accidents.The thesis is mainly based on Kapucu and Demiroz's network performance measurement system(operational indicators mainly include closeness centrality,degree centrality,betweenness centrality and eigenvector centrality)to measure the results of the indicators of emergency network set by the corresponding emergency plan,and comprehensively evaluate the performance level of the emergency network set by the plan.Measure and compare the types and performance of the actual emergency network of the "8·12" Tianjin port accident,discuss the inefficiencies in the network,and then put forward specific suggestions to improve the collaboration among government departments after the production safety accidents in China at this stage and emergency quality.It is found that the actual emergency network of the "8·12" Tianjin port accident belongs to the network management organization network which is the optimal network type in social networks.The network management organizations in the actual emergency network of the "8·12" Tianjin port accident are the Sate Council and the People's Government of Tianjin Municipality and they are responsible for managing network operations and coordinating other members' interaction in the network.The network management organization in the emergency collaboration network has the absolute superiority of power and resources,as well as the ability of monopolizing information transmission and resource exchange.However,the actual emergency network of the "8·12"Tianjin port accident has problems of poor overall interaction and low network cohesion.Moreover,there is a big gap between the performance of the actual emergency network of"8·12" Tianjin port accident and the target performance set by the emergency plan.Specifically,the actual emergency network does not completely cover the departments involved in emergency plan;The network performance is affected by the the People'sGovernment of Tianjin Municipality,which is one of the network management organizations that has poor performance in the direct interaction capability and transmission of information resources;The number of directly interacting network members in the actual emergency network is less than that of the target network set by emergency plans and the level of emergency response of the general members in the network needs to be improved.The above conclusions suggest that the decision-making model of the actual emergency network is biased towards the bureaucratic system and the communication pattern is bureaucratic,which are not in line with the decentralization in crisis management.This makes the emergency network lose the elasticity to a certain extent resulting in an inconsistency with the effective management objectives and affecting the overall collaboration of the network.In response to the above conclusions,the following suggestions are made:Adding the performance of emergency coordination to the evaluation system of the government's emergency performance.To clarify the emergency disposal standards and procedural specifications for government in the emergency plan.Whether the assessment plan is inconsistent with the actual situation or is practical action not responding to the plan,a good emergency coordination network is established through the dynamic adjustment of the plan.Promote the ability of central and local governments that play the role of network management organizations in the emergency network to achieve a balance between information confidentiality and resource disclosure.Strengthen the ability of the provincial government that play the role of the network management organization to analyze,judge,and transfer information resources.In practical aspect,it provides strategies for improving the efficiency of emergency response and collaborative emergency performance of our government.And provide reference for the optimization of emergency management system of production safety accidents in China and the improvement of the network performance of government organizations in accident emergency collaboration.In the theoretic aspect,objective and measurable evaluation indicators of network type and network performance,which are widely accepted by scholars,are used to avoid interference of subjective factors with research results as much as possible.Focusing on the field of production safety accidents that have not yet been brought into focus by the academic community.And it will be useful for the future to establish a theoretical model in emergency management from the perspective of social network analysis.
