A Study Of Volunteer Management In The Emergency Illustrated By The Example Of "812" Explosion Of The Tianjin Port

A explosion rocked at containers storage station at the Tianjin Port on Wednesday,12 August 2015,which brought the locals unexpected pain.The explosion was in the midnight,volunteers carried the wounded and relief supplies,which played a significant role of reducing the loss of people's life and property.But volunteer service exposed many problems on the later stage of rescue.Volunteer service in China started late,thought developing rapidly,but there are still a lot of problems to be solved.The volunteer organization itself and the government should actively respond to it.In this paper,how to make volunteer organizations play a bigger role at emergency is studied from two aspects of government and volunteer organizations.In this paper,starting from the concept of volunteers and volunteer organization,based on the motivation theory,incentive theory,market failure and government failure theory,with "812" explosion of the Tianjin Port as the background,the author visits volunteer association,looking into disaster relief and resettlement.The positive role of the emergency and exposed problems and reasons,is discussed with the theory.As well as the good experience of volunteer development in advanced countries is also adopted in this paper.Comprehensive on this basis,the management design of boomed volunteer is suggested.For ensure the effectiveness of volunteer service,the management of volunteer in regular and emergency are both issued.Further more,the adjustment of volunteer registration system and establishment of a unified information platform with network technology,such as with social media,is strongly suggested.And national security concept is raised into the government management of volunteer organizations.The proposals are hoped to be highly effective in the coordination of volunteer organizations and government in the future emergency rescue.
