Research On Government Public Crisis Communication In Serious Accidents

In recent years,the number of accidents in Chinese production filed is overall declining,but major accidents are still frequent,and situation is very grim,which can lead to serious harm.Especially,major accidents,such as the explosion of Tianjin Port in 2015,Shenzhen landslide and others,not only cause casualties and property losses,but also lead to serious social impact.Improper emergency disposal will lead to a public crisis after the occurrence of accidents in Chinese production field.How to deal with the emergencies scientifically and efficiently,which will become an important aspect of administrative capacity and an important part of government work.This paper analyzes the current situation of government crisis communications in major public safety incidents.The root causes result in poor crisis communications of the major accidents in production field were obtained,from the "people,management,law,environment" four dimensions,using fish bone diagram analysis of quality management.Measures and effects of government public crisis communication is analyzed and problems of government crisis communication are analyzed emphatically,for example,particularly serious fire explosion accident of dangerous goods storage of Ruihai company of Tianjin Port "8 · 12".Crisis communication experiences at home and abroad can be referenced.Countermeasures of major accidents of the crisis communication in production field were improved based on PDCA cycle theory and SCCT theory,operable opinion and the suggestion mainly from the preparation phase,organization implementation,evaluation check and feedback process of the crisis communication were obtained.Establishment and implementation of mechanisms focused on the impact of major accidents of crisis communication in production field,but also provide a reference for the community to better deal with public crises.The paper mainly consists of five parts,first introduced the research background,research significance,research methods and technical route.The first part describes the basic concepts of crisis management and crisis communications,security incidents,and PDCA cycle theory and situational crisis communication theory;the second part analyzes situation and causes of government public crisis communication of major safety accidents;the third part deeply analyzes government public crisis communication measures,effect and the lack,Tianjin Port "8 · 12" incident as a case study;the fourth part draws on the experience of both foreign and domestic public crisis communication,and gives corresponding revelation to our government the public crisis communication at this stage;the fifth part,from the four phases of the PDCA cycle management,put forwards countermeasures to improve the current situation of government and public crisis communication in major workplace accidents.
