As stated in Xi Jinping's report at the 19 th National Congress of the Communist Party of China: “ man and nature form a community of life;we,as human beings,must respect nature,follow its ways,and protect it.Only by observing the laws of nature can mankind avoid costly blunders in its exploitation.Any harm we inflict on nature will eventually return to haunt us.This is a reality we have to face.” The report delivered at the 18 th National Congress also points out that it is necessary to improve the capacity of marine development and build a strong marine power.In the development of marine resources,we should not only give emphasis on the improvement of development capacity,but also the change of the development pattern.Since the 1990 s,in order to alleviate the increasingly prominent contradiction between population,resources and environment,countries all over the world have been scrambling to develop biological resources in the sea areas beyond their own jurisdiction.As the international laws and regulations have no specific stipulations on the legal status of marine living resources in areas beyond national jurisdiction,there are different views on the principles of developing the marine living resources.To ensure the sustainable development of marine living resources,the paper bases on this topic,and aims to protect marine living resources and maintain marine ecological balance.This paper follows the general idea of "putting forward problems-analyzing problems-solving problems",adopts the method of literature research,collates and draws lessons from the relevant concepts and practical experiences of domestic and foreign research on legal problems of marine living resources.To compare the consciousness of regionalization and internationalization of marine resources by means of comparative analysis,and summarize the relevant strategies and measures by comparing the legislation and practice literature of various countries in the world,so as to draw lessons from them.Combining with cross-disciplinary research,this paper covers biology,genetics,marine science,law,economics and other multi-disciplinary fields.By reference to a large number of related literature and investigation reports,the paper also enhances its academic value by combining with the relevant knowledge of the above disciplines,and enriches the scientific connotation of the topic.In the course of the research,this paper attaches importance to the uniqueness and innovation of academic thought and viewpoint.In the era of promoting sustainable development,the author combines the concept of sustainable development in economics with the practice of marine living resources development,sublimates it into the principle of sustainable development on the basis of the principle of sustainable development,lists it as a basic principle for the development of marine living resources.In the new period of exploitation of marine living resources,China should change the attitude of adhering to the principle of sustainable development,ponder the principle of national interests and combine with national policies to better serve the people.China is about to enter a new era of ecological civilization construction."Green Development" is just the interpretation of the principle of sustainable development and an upgrade version of the principle of sustainable development.Therefore,it is suggested that the principle of sustainable development should be established as a basic principle for the exploitation of marine living resources.According to this principle,China should apply the principle of national interests in combination with the needs of national interests,and finally realize the goal of sustainable development.
