In recent years,with the continuous advancement and wide application of modern technologies such as the Internet and Big Data,the Internet-based vehicles gradually occupy the market share of China's passenger transportation,which has triggered widespread public debate.As a new type of transportation mode under the sharing economy,online vehicles have also presented challenges to government governance while mitigating public travel difficulties and optimizing the allocation of urban transport resources.On the one hand,the superposition of the old and new policies brings about a game of interests between the old and new industries and multi-parties,and the lack of incentives for local government governance innovation.On the other hand,the unclear division of responsibilities for the management of online vehicles and the unequal power and resources have also brought about excessive competition in the car market,the existence of a large number of “black cars” and tax avoidance transactions.In addition,there are regulatory loopholes in the management of online vehicles,and the “supervising and administering” model of supervision has brought about tax avoidance and “data access” by online platform companies.There are many problems and hidden dangers such as the failure to implement and information security risks,and it is difficult for passengers to safeguard their rights.All of these challenges the government's effective governance of the network.Therefore,the paper attempts to use literature research and case study methods to analyze the development situation and governance status of China's network vehicles,and explores the main problems and causes of the current online vehicle management in China.Measures to improve the management level of China's online travel vehicles,that is,to build a co-governance structure in which the government,the network appropriation vehicle platform,and social forces have clearly defined and effective communications and cooperation,and thus provide policy suggestions and references for the Chinese government to improve the governance level of online travel vehicles.First of all,this paper explains the background and significance of the topic selection,summarizes the research on the governance of domestic and international network vehicles,and briefly introduces the theory of collaborative governance and its applicability in the management of online vehicles,and introduces relevant research contents,research methods and possible innovations and deficiencies.Secondly,this paper summarizes the definition,operation form and advantages and disadvantages of the online vehicles,introduces the development trend and governance status of the network vehicle in our country,and analyzes some cases of city network car management,and proposes that the current network vehicle management in China faced with problems such as inadequate government functions,inadequate market mechanisms,and insufficient participation of social forces,it is pointed out that the reasons for these problems are the game of interests,the unreasonable governance methods,and the unclear relationship between power and responsibility.Finally,this paper puts forward the countermeasures and suggestions for improving the governance level of China's online travel vehicles,including clarifying the orientation of government functions,giving play to the self-discipline role of the online market,and increasing the participation of social forces in the initiative.These have important guiding significance for promoting the healthy and orderly development of the service industry in China.
