A Study On The Reform Of Domestic Government Public Vehicle-using System In The Perspective Of New Public Management

In the era of planned economy, the government vehicle system was founded inorder to ensure the public administration activities and improving the efficiency.However, with the development of social economy, the current government vehiclesystem led to many problems, such as the waste of public resources, the private use ofgovernment vehicles and corruption. These problems not only greatly increased theconsumption of public resources, bringing the very heavy burden to the state and localfinance, but also leaded to the privilege consciousness of public official and corruption.These phenomena seriously affected the image of the party and the government, causingstrong dissatisfaction among people.Under the circumstances, some areas have made attempt to the reform ofgovernment vehicle system from the1990s. These reforms have obtained someachievements, but did not touch ground, until now, the plight of reform has noteffectively cracked, but became more and more serious.Scholars have also done a lot of research about the reform of government vehiclesystem, but most of these researches were investigating the current situation, necessityand urgency of the reform, rather than the current difficulties, future direction andsolution. Although these topic were mentioned in few part of the research, the lack ofthe theoretical support make further research necessary. In view of this, this thesis isbased on the "An Investigation into the monetization reform of government vehicle inchina under the view of new public management".This thesis closely focuses on the theme of government vehicle reform from thefollowing several aspects:The first part is the introduction and related theory, mainly about the theoreticalvalue, practical value, academic value, research methods and research ideas used in thestudy. The basic theory used in the study will be introduced in this chapter to preparefor the subsequent chapters.The second part includes the second chapter and the third chapter. Through thehypothesis for welfare subsidies, subsidies standards grading and public participation marginalization in the reform of the government vehicle system, I will use the relevanttheory and methods to verify the existence of these problems, analyze these problemsand find out the reasons to make the foundation of next part.According to the existing problems， the third part will put forward thecorresponding countermeasures, such as system strengthen, civil service qualityconstruction, supervision system improving and the citizen participation introducing, soas to achieve the purpose of solving the problem.
