Dalian City, Vehicle Purchase Tax Management Information System Planning

The development and maturity of computer based information technologies, especially the exploitation of MIS based on internet in recent years, make it possible to combine the government administration with information technologies. It's a trend to promote the office automation, computerization, establishment of networks and to realize multiple access to the information for government administrative departments. Directed by this theory, we made deep investigation and research to the planning and designing of the Vehicle-Purchasing Tax(VPT) Management Information System and E-government System of Dalian city, and gave a integrated solution to it.First, we proved the significance of the Vehicle Purchasing Tax Management Information System and E-government System in the levy and administration of VPT, then we gave some introductions to some definitions on E-government. Based on the analysis of the present conditions of the administration of VPT, we found out the weak points and problems in the business process. Aiming at these weak points and problems, applying Business System Planning(BSP) method, we pointed out the targets of the Vehicle-Purchasing Tax Management Information System and E-government System. Then we redesigned the business process based on the E-government model, planned the general structure of the Vehicle-Purchasing Tax Management Information and E-government System, and defined the functions of sub-systems. Also we planned the networks and security policies of the system. Finally we gave some solutions to the potential problems in the implementation of the system.
