Official vehicles-using, namely the government finance pays for all vehiclesused by all levels of staffs of Party and government organs or institutions, to facilitatethe public servants to handle official business, and to improve their work efficiency.In China, there exist disadvantages like extravagance and waste, low efficiency, usingthe government cars with private purposes, which bring a heavy burden on the centraland local governments also seriously affect the image of the government.The Chinese government attaches great importance to the issue of publictransport management, and constantly improve the system of official cars andinnovate the management of official vehicles to reduce public transport costs. Since1994, China has experienced three times of changing tide, which formed themonetization, socialization, standardization reform modes. But in recent years,official car size, grade was inflated, the problem of corruption goes on with repeatedprohibitions, the problems of public transport management highlighted, whichcompletely deviates from the idea of conservation-oriented and service-orientedgovernment in construction of honest government and party conduction. At present anew round reform moves on, analyzing the main problems existing in China’s officialcar management and their causes and putting forward countermeasures to improvemanagement of official vehicle in China makes certain theoretical significance inpromoting China’s reform.This paper, analyzes the substantial of the problems existed starting from theorigin of China’s official car. The author found out the problems of the official carbased on a large number of date inspection and statistical analysis combined with thestatus of a bureau official car of Changde, from point to face, analyzed the existingproblems of public transport management in our country at present. That is, the largescale and high cost of cars for official business, serious waste of public servicevehicles and serious waste with low efficiency, and the alienation of public power andbreeding of corruption. At the same time, the author integrated political science,economics, finance, statistics and other disciplines of knowledge to make a thoroughanalysis of the problems of management of official vehicles in China. That is theinfluence of Chinese traditional culture of officialdom, the defections of officialvehicle-using system, unscientific public finance system, and unperfected internal and external supervision mechanism. Finally, the author put forward countermeasures ofthe problems existing in official vehicle management to solve in China, that is,changing the official ideology, the perfection and innovation of public transportmanagement system, perfection of the laws and regulations of public transportbehavior of official vehicles, the specification of fiscal system, and the perfection ofsupervision mechanism of official vehicles.
