With the deepening reformation of China’s discipline inspection and supervision system,the work of the stationed institutions of discipline inspection and supervision commission has attracted more and more public attention.In practice,the stationed institution is an extension of discipline inspection and supervision commission dispatching organ.Nowadays,facing the new situation of development of China,the work of the Stationed Institutions needs to be further strengthened in order to transform their position from "tangible coverage" to "effective coverage".This thesis aims to sort out the main problems encountered by the stationed institutions of discipline i Inspection and supervision commission in C city in the process of performing their duties,and tries to find out the causes andthe possible coutermeasures.Thus,this thesis will provide the stationed institutions in C city with some references for improving their management and running mechanism,and some thoughts about the next adjustment and reformation for more effective supervision as well.With the assessments from the superior department,the peer departmen,the institution itself and the supervised person,this thesis uses the questionnaire method,interview method,etc.to sort out and summarize the duty performance of the stationed institutions of discipline inspection and supervision commission in C city in supervision,instructional wanring,discipline accountability and investigation and punishment and other aspects.Also,this thesis reveals the causes of the imperfect duty performance of the stationed institutions in C city from six aspects including role positioning,responsibilities and objectives,collaborative cooperation,information application,team power,incentive and restraint mechanism.Finally,basing on the power supervision and restriction,the theory of Principal-agent and the actual situation of C City,drawing on good experience and practices of other cities,refering to the newly issued "Working Rules of Discipline Inspection and Supervision Stationed Institution",this thesis puts forward countermeasures and suggestions in six aspects for high quality developement of the stationed institutions in C city,including clarifing role positioning,focusing on work priorities,carring out collaborative cooperation,promoting informationization,optimizing the power of the team,establishing incentive and restraint mechanism. |
