| The correct and efficient performance of the discipline inspection and supervision organs at the grassroots level is directly related to the daily life of the broad masses of the people,the work of public officials and the vital interests of the Party and the state.It affects the stability and long-term stability of the grassroots society,and is an important step and key link in implementing the decisions and arrangements of the Party Central Committee and opening a new era of comprehensive and strict governance of the Party.As an important part of the construction of party conduct and clean government and the struggle against corruption from the central to local levels in China,grassroots discipline inspection and supervision organs are the solid guarantee and foundation for the implementation of the supervision of Party conduct and government conduct,as well as the strengthening of the struggle against corruption,and are the "last kilometer" of Party construction and anti-corruption.In recent years,by constantly improving the organization deployment of grassroots,especially at the county level,discipline inspection and supervision organs,and refining the laws and regulations on the supervision and restriction work of discipline inspection and supervision organs,achieved obvious results in the performance of their duties.However,discipline inspection and supervision organs at the grassroots level are not fully performing some of their work,There are also bottlenecks that make it difficult to adapt to the new tasks and requirements of comprehensively and strictly governing the Party under the new situation.Based on the author’s practical work experience in the discipline inspection and supervision organ of D County,this paper takes the status quo of the discipline inspection and supervision organ of D County as the entry point,and sorts out the operation situation of the discipline inspection and supervision organ of D County by studying its establishment,supporting resources,staffing and basic operation mechanism.It is found that in recent years,the discipline inspection and supervision organ of D County has consolidated the long-term mechanism of discipline inspection and supervision by making full use of the "four forms" of supervision and enforcement,constantly playing the supervisory role of dispatched agencies,carrying out digital discipline inspection and supervision work and timely return visit education,and has made a lot of achievements in the work.At the same time,the study found that there are still problems such as poor supervision and restriction effect,imperfect construction of cadre team,imperfect corruption prevention mechanism and weak internal supervision.The main reason is that the talent management mechanism is not perfect.A work style that “emphasizes punishment and emphasizes prevention”.And the particularity of supervision and restriction work itself.In order to better play the role of discipline inspection and supervision organs,combined with the actual work,the following four suggestions are put forward,including constantly strengthening the construction of the cadre team,continuing to improve the digital level,strengthening self-supervision and giving full play to the role of dispatched agencies. |
