Study On The Operation Of "Coordinated Action Between Four Social Elements" In Xi'an

The major policies issued by the government affect the direction of the development of social organizations.With the extensive and in-depth work of innovating social services and promoting the governance of grass-roots communities,the community has become an important occasion for the development of social services.Under the guidance of civil affairs departments,social organizations have gradually grown up as the main purchasing channels for the transfer of government functions.After years of gestation,social organizations have developed rapidly in recent years.However,the social organizations in the early stage of the mainland,as new things,are confronted with growing pains at the present stage.In the cultivation of social organizations,they should not only accept the local policies,nourish the culture,but also obtain new experience guidance from external exchanges in a timely manner.Xi'an,as one of the central cities of the country,actively responds to the call and is one of the first countries in the nation to carry out the “coordinating action between the four social constituent elements” and innovate the practice of social governance.Social service projects have always been the carrier of social work professional service delivery social welfare.In the stage of exploratory and innovative practice,the social service projects coordinated by the four social constituent elements are the demonstration projects of the Xi'an Municipal Government to implement the central government's advocacy and integration with local specific conditions.It has a certain degree of representation and promotion.This paper selects four community sub-projects in Xi'an city as the research object,mainly using interview method,observing the main members of the "Four social components",including social workers.Community volunteers,agency leaders,and community full-time staff conducted separate structural interviews to understand the operational process and specific conditions of the project,and to analyze the linkage relationship of the four societies.It provides experience and lessons for Xi'an municipal government and social organizations to further develop social service projects,enlightens social service innovation,and provides certain reference for promoting "Coordination between the four social components" and "community governance".Based on the running cycle from project establishment to project closing,It mainly describes the implementation status of the service projects involved in the coordinated actions among the four social components.In the main body of the text,the project management work in three periods was summarized,mainly involving the project initiation and planning in the early stage of the project,the team composition,project communication,project finance,project time,schedule control,project Changes,etc.,as well as project evaluations and audits,analyze the relationship and status of coordinated actions among the four social components,understand and clarify the relationship between the four social elements and the division of functions,and explore the four social elements in them.To mobilize and participate,the final exploration of the action of the four social constituent elements in the entire Xi'an project implementation experience and deficiencies,discussion and reflection,and give practical advice to express the author's conclusions and prospects.
