| With the government’s streamlining and decentralization as well as function transformation,community social organizations,as a booming new force,gradually enter the field of community governance and public service.Voluntary community social organizations,as an important branch,can mobilize the extensive participation of community residents,especially the elderly ones,and play a positive role in dealing with community public affairs,providing community public services,and promoting the construction of community civilization.Our Party and the country have always attached great importance to the cultivation and development of community social organizations,and successively issued policy documents to list voluntary community social organizations as one of the goals to be vigorously cultivated.However,we still need to see that the cultivation of voluntary community social organizations is facing many difficulties.From the perspective of Parsons’ social action theory,this paper analyzes the cultivation of the volunteer service team for the elderly in X street,and finds that such voluntary community social organizations have practical problems in active adaptation,goal achievement,collaborative integration and latency pattern-maintenance,which can be summarized as four major problems:prominent administrative tendency,insufficient cultivation of residents’ subjectivity,poor communication among all actors and difficult to self-develop when the project is over.Thus,we can try to alleviate the administrative tendency by formulating special plans and implementing decentralization,to maintain the participation motivation of volunteers by improving publicity and recruitment and enriching volunteer incentives,to promote the integration of all actors in the cultivation system by unblocking supply and demand docking and clarifying the responsibilities of the street,community,social workers and the organizations,and to help community social organizations develop sustainably and stably by establishing a follow-up mechanism and cultivating community culture. |
