| Through the analysis of the status quo of government functions in the four mechanisms-targeted recognition,targeted assist,targeted management and targeted assessment,this paper will be aimed at explaining the government functions in the targeted poverty reduction and thus put forward the “Five-Pronged Overall Plan”,a cooperative mode of poverty reduction from the perspective of anti-poverty and well-define the government functions for the hope of achieving the highly efficient connection between poverty alleviation resources and the poverty.Analyzing the government functions and participation of the multiple subjects in the stages of poverty reduction and typical stages in different periods specifically in our country,the stages of poverty reduction will be divided into four parts and the participating subjects expanded to the government,poor households,communities,enterprises and organizations instead of government alone.This paper,based on the cooperative anti-poverty idea and targeted poverty reduction mechanism,will build a theoretical framework of government function orientation from “Five-Pronged Overall Plan”,tease out the participation of multi-subjects and describe the government function location in targeted poverty reduction,consisting of which is in the targeted recognition,targeted assist,targeted management and targeted assessment.In addition to the theoretical research,this paper will make a further study about the project developed in the targeted poverty reduction of Yulin Municipal Government,combing the author’s practice interpret Yulin Municipal Government function location at present,and then propose a way to perfect Yulin poverty reduction in terms of the theoretical research. |
