Research On The Transformation Of Basic Government Functions Under The Vision Of Precision Poverty Alleviation

In the nineteenth National Congress of CPC,general secretary Xi Jinping pointed out that:" if the party's line,principles and policy decisions can be successfully implemented,depends on the leadership of the party's grass-roots organizations”,the grass-roots government functions is comprehensive,particularity and complexity,which plays an important role in the process of policy implementation: on the one hand,the grass-roots government plays the role of the link between the past and the next,with part of the functions and powers of our superior government,belongs to the state power in various grass-roots social legal institutions,usually appears in a formal identity of an agent of the central government,the main responsibility is to obey the orders of the government,carry out the task assigned by the superior government;on the other hand,the grass-roots government is in the hierarchy of direct grass-roots masses,which can directly feel the grass-roots' interest and demands,the main function involves providing employment,medical care culture,social security,health and other public services,that is to say,which represents the state and higher government to carry out the necessary infrastructure construction directly to the village or community,and provide the necessary public product and public service.In the strategic task of poverty alleviation,the grass-roots government plays an important role in consolidating the foundation and integrating the resources in order.At present,our country is in the critical period of achieving the comprehensive goal of poverty overall poverty reduction before 2020,promoting the transformation of local government functions,let the administrative function gradually turned to the service function,which is advantageous to implement a policy of benefiting the people's livelihood,providing the better public functions,and then having more significant of getting rid of poverty.In this paper,we use the mode of "multum in parvo","recognize the whole through observation of the part",innovatively let the national policy of precision poverty alleviation as a research perspective,reading lots of related literature at home and abroad,and making a summary about them,proposing suggestions to the transformation of the function of the grass-roots government.Mainly launching the introduction around the following aspects: firstly,about the research background of this article,we based on the background of accurate poverty alleviation,the responsibility of the grass-roots government is more important,the functional system of grass-roots government is more detailed,the function of primary government is more public service,grass-roots governments pay more attention to resource integration;secondly,through the study of the function belongs to the grass-roots government under the background of accurate poverty alleviation,reflecting a series of problems about the function of grass-roots government at the present stage,such as lack of timely communication between local government and higher levels of government,overburdened formalism,lack of credibility,public service consciousness is not enough,the performance of the supervision system is not perfect and so on;finally,combined with the successful transformation of domestic and foreign local government functions,we can put forward some proposals to promote the transformation of the functions of the grass-roots government,mainly include these five aspects below: optimizing the management mode of local government,transforming the formalism of grass-roots government to pragmatism,improving the credibility of the grass-roots government,building a service-oriented government,establishing and improving the performance supervision system.The development trend of the grass-roots government functions are summarized as "administrative-service-governance",this passage takes the precise poverty alleviation policy as a starting point,carrying out the reach about the first stage of the transformation of the grass-roots government,that is administrative function to service function,and providing some useful reference for the continuous improvement of the functional system of the grass-roots government.
