Research On Targeted Poverty Alleviation By County-level Governments

Targeted poverty alleviation is a long-term and arduous task.It is an inherent requirement to reduce poverty and achieve common prosperity.It is also a tough battle for a well-off society in an all-round way and modernization construction.In the past 40 years of reform and opening up,China’s poverty alleviation work has made great achievements.However,China’s poverty alleviation tasks are still very arduous.Supporting the poor and development works enter already into Sprint period of “cracking a hard nut,ways of village”.The task is difficult.Time is tight and we are pressed for time.We must continue to improve the mechanism and mechanism for precision poverty alleviation with clearer thinking and more precise measures.There are still some urgent problems in the practice of precision poverty alleviation.Especially the county-level governments at the front line of poverty alleviation are faced with difficulties,such as the deviation of the concept of precise poverty alleviation,the poor identification of poor households,the narrow thinking of poverty alleviation,the existence of formalism.This directly affects the effective implementation of targeted poverty alleviation and the effectiveness of poverty alleviation.Therefore,the research of county-level government’s targeted poverty alleviation has important value in both theory and reality.Based on the allied studies,the paper sets main body for the county government’s targeted poverty alleviation and takes H county’s targeted poverty alleviation as the case to study the effectiveness and deficiencies of the county government’s targeted poverty reduction work.Based on Maslow’s Hierarchy of Needs Theory,Common Wealth Theory,and Public Governance Theory,the literature research method,research analysis method,and case analysis method are used to analyze and sort the collected data.Through research,it is found that the county government still has four problems: imperfect precision poverty alleviation mechanism,industry “blood-making” affects inconspicuous,poor people lack poverty alleviation ability,and formalism affects poverty alleviation effectiveness.Based on further analysis of the causes of the problem,we will draw on Yishui County ShandongProvince,Boxing County Shandong Province,and Lankao County Henan Province to establish a supporting mechanism,integrate social multi-party resources,accelerate the use of information technology to increase efficiency,develop special industries for poverty alleviation,and activate endogenous poverty alleviation experience.From the five perspectives of improving the precision poverty alleviation work mechanism,enhancing the “blood-making” function of industrial poverty alleviation,inspiring the endogenous motivation of the poor,eliminating formalism and focus on poverty alleviation after2020.the corresponding optimization and improvement measures were explained in depth,which provided the county government with feasible poverty alleviation suggestions.This paper conducts a comprehensive research and analysis of the county-level government’s precise poverty alleviation issues from the perspectives of working mechanism,precise identification,project management,capital utilization,industry policy,and style construction from the perspectives of the H county’s precise poverty alleviation.By carrying out sampling and field surveys,the difficulties faced by the H county’s targeted poverty alleviation were summarized,providing more detailed and reliable data for the study.Furthermore,it explores the generality from the personality,analyzes the problems and reasons existing in the county government’s targeted poverty alleviation,and proposes relevant and perfection strategies based on this.
