With the transformation of China’s social development, social conflicts become more profound and complex. In the history of the development of our country, we must experience the pain. In recent years, local practice and academic research in China focused on the grass-roots governance. In grass-roots governance practices in China, grass-roots Government still ignores people’s principal status. Grass-roots power performance is essential to obtain the allegiance of the people. If there is no competition in the opposition, the people’s direct supervision has important implications for theory and practice.Local government performance evaluation covering science and technology, education, culture, employment, income, social security, health status and a number of indexes which are closely related to people’s life and production. People is important for the evaluation of the government performance and the performance of leading cadres. But grass-roots officials used concern about the government supervision in our country. And Their work is always focusing on superior satisfaction. Whether the people are satisfied cannot affect the interests of the grass-roots power holders.Power performance and oversight responsibility at the grass-roots are not well implemented. People give the public power, so their direct evaluation of the implementation of powers is particularly important. Local government implementation of the powers will directly affect grass-roots society. The public appraisal of the grass-roots government’s performance is the most directly, the best and the most effective way of the oversight to the government.This research based on the principal-agent theory, the stakeholder theory, the people’s democratic theory and the theory of public governance. Firstly, there is an analysis on the necessity of the public appraisal of the grass-roots government’s Performance. Secondly, this paper studies on the local practice of the public appraisal of the grass-roots government’s performance. Then, this paper explores the problems and the causes of problems of the public appraisal of the grass-roots government’s performance. Subsequently, the paper studies the case of nanguan district government practice. Finally, the author suggests some appropriate recommendations on the aims, the principles of the practice, the methods of the public appraisal, the indicator system of the public appraisal, the use of the results etc. Furthermore, the author draws some conclusions.
