The Study On The Spread Of Ethnic Regional Autonomy Policy In Guangxi (1949-1958)

After the establishment of the People's Republic of China,the Central Committee of the Communist Party of China has issued the implementation of national regional autonomy policy in Guangxi so as to consolidate the status of the regime of the Communist Party of China in Guangxi,eliminate the unstable factors in Guangxi,give Guangxi ethnic groups full democratic rights and political security as well as promote the harmonious and stable development of Guangxi.In order to make the people of all ethnic groups in Guangxi get to know,understand,and accept the policy of regional national autonomy,the Guangxi Provincial Party Committee and the provincial government has organized and guided the dissemination of this regional national autonomy policy.Based on the historical and real conditions of Guangxi's development and in the light of the work experience of other autonomous regions,the leading cadres at all levels of the Central Government and Guangxi has propagated the policy of regional national autonomy in a well-planned and systematic manner.Through the stages of preliminary dissemination,extensive dissemination,and comprehensive and in-depth dissemination,the ethnic identity of people of all ethnic groups,the policy of regional national autonomy,the necessity and probability of implementing this policy well as the achievements already made in other autonomous region for ethnic minorities has been propagated.Moreover,via criticizing the mistaken ideas of great nationalism and narrow nationalism in the light of the actual conditions of work and explaining and propagating the reason why the "federalism" of the Soviet Union is unable to solve the ethnic problems in China,the degree of recognition of the policy of regional national autonomy by ethnic groups in Guangxi has been promoted.As a result,the awareness of democracy and national cohesion of people of all ethnic groups have been greatly enhanced,and the concept of joint development of all ethnic groups has been widely recognized.Through the stages of preliminary dissemination,extensive dissemination,and comprehensive and in-depth dissemination,the ethnic identity of people of all ethnic groups,the policy of regional national autonomy,the necessity and probability of implementing this policy well as the achievements already made in other autonomous region for ethnic minorities has been propagated.Moreover,via criticizing the mistaken ideas of great nationalism and narrow nationalism in the light of the actual conditions of work and explaining and propagating the reason why the"federalism" of the Soviet Union is unable to solve the ethnic problems in China,the degree of recognition of the policy of regional national autonomy by ethnic groups in Guangxi has been promoted.As a result,the awareness of democracy and national cohesion of people of all ethnic groups have been greatly enhanced,and the concept of joint development of all ethnic groups has been widely recognized.The dissemination of regional national autonomy policy has achieved good results in Guangxi,which has provided reference and enlightenment for the dissemination of the policy of social governance in today's ethnic minority areas.To explore and apply multiple channels ad methods being liked by people of all ethnic groups and to set up scientific feedback mechanisms should be based on a correct understanding and grasping of the policy as well as the reality of the social development of the ethic regions,which contributes to making the policy of regional national autonomy in ethnic areas a household name,and ultimately successfully implementing the policy so as to safeguard the harmonious and stable development of ethnic regions.
