Throughout the ages, scholars ofethnic issues raised a lot of systems theory and practice. Communist Party of China has gone through the actual nation theory of Marxism in China, andpromoted the real nation-state. The national policy of the Communist Party of China experienced a gradualdevelopment and perfection, has matured and become an important object of reference by other countries inthe world. Communist Party of China has today’s ethnic equality and unity through the arduous strugglewith the ethnic compatriots, has won the strong cohesion of the various nationalities in China.I expect I can give my little contribution for the theory and practice of regional ethnic autonomysystem with love and longing of study. I main learn the ethnic autonomous before the founding of New China’s ethnic autonomous. This paper discussed the autonomous problem on the following main parts. Thefirst part is the overview of on the theory national self-determination and autonomous, specifically theconcept about the autonomy, self-determination, autonomous right. Analyzing the basic concepts andhaving a further clear understanding about the basic theory of regional ethnic autonomy. The second part isthe ideology and practice on national self-determination policy of the Communist Party of China, this partof the national self-determination theory, selected by the national self-determination theory, and the reasonsof choice policy to national self-determination. A more detailed description about concrete manifestation ofthought and practice of national self-determination, the analyze on the reasons of nationalself-determination options, the analysis on their own experience of international and domestic, pointed outthe reasons about the choice to the Communist Party of China at the time. The third part is the ideologyand practice on autonomous policy of the Communist Party of China, this part about the nationalself-determination theory shift to autonomous theory, the theory of autonomous and reason of ethnicautonomous policy.
