With the deepening of China's reform of political system and the growing social organizations such as the scientific-technical community,the government has gradually moved its functions toward macro management and indirect management.The scientific-technical community have gradually become the backbone of the functions of the government with their unique authority and professionalism.In order to ensure that the government's functions can be truly implemented,it is necessary to assess the feasibility of the scientific-technical community to undertake the functions of the government.At present,although there are some research results on the evaluation of the scientific-technical community,there are few studies on the feasibility evaluation of the scientific-technical community to undertake the functions of the government.As a result,how to establish an evaluation model of the scientific-technical community to undertake the functions of the government(including evaluation indicators,assessment model methods,assessment processes,etc.)is the key issue to be solved in this study.This paper first reviews and summarizes relevant studies at home and abroad on the scientific-technical community,the functions of government,the scientific-technical community to undertake the functions of the governments and the feasibility assessment.Based on these reviews,the paper clarifies the unique characteristics and advantages of the scientific-technical community,and defines the functions of the governments whic h this paper studies into two parts,which are the government transfer function and the functions that have been canceled.In addition,the relevant theories based on which the scientific and the scientific-technical community to undertake the functions of the governments and feasibility assessments are elaborated.It is also explained that the importance of the evaluation of the scientific-technical community to undertake the functions of the government.Secondly,in this paper,an evaluation index system for the feasibility evaluation of scientific-technical community that takes the functions of the government was constructed.This index system is based on the analysis and understanding of concepts such as the scientific-technical community,the functions of the government and undertaking of the functions of the government.The feasibility evaluation system filters the statistical indicators and adopts expert demonstration and frequency statistics methods.It contains 5 first-level indicators and 18 second-level indicators of the scientific-technical community to undertake the functions of the government.Based on this,the evaluation contents corresponding to each index are elaborated in detail,and the evaluation index system for the feasibility evaluation of the functions of the government undertaken by the scientific-technical community is obtained.After that,the weights of the indicators of the evaluation index system and the construction of the research model are determined.The original assessment data are collected through the questionnaires issued,and the calculation and analysis are performed based on the AHP method and the fuzzy comprehensive evaluation method.The data is processed by SPSS software,with which helps determine the weight of each indicator and construct the whole assessment model.Finally,based on the evaluation index system and evaluation model and assessment process constructed,this paper analyzes the circumstance that the scientific-technical community to undertake the functions of the government in Shandong Province,and uses the research model to empirically analyze the status of undertaking the government function transformation of the eight scientific-technical community in Shandong Province.A case study of undertaking government public service projects conducted by Shandong Institute of Applied Statistics is conducted,and the experience of the scientific-technical community to undertake the functions of the government is summarized.At the end of the paper,solutions and suggestions are put forward in response to the problems and challenges China's the scientific-technical community faced in undertaking the functions of the government.The evaluation index system and evaluation model established in this study hopes to provide some reference for the selection of the scientific-technical community to undertake the functions of the government,so as to promote the scientific-technical community to undertake the functions of the government more and better,and to speed up the process of institutional reform of China's administration.
