The Evaluation Method Research And Software System Implementation Of Scientific And Technical Achievements

With the advancement and development of Science and Technology, Scientific and Technical achievements (S&T achievements) have been commonly concerned by more and more people. People pay attention to them because when they are turned into productive forces they will bring enormous economic and social benefits, therefore, accelerate the economic development of country and local areas. The policy of Awards for Scientific and Technical achievements is an important measure to realize two basic state strategies: 'Rejuvenate State by Science and Education' and 'Sustained Development', its aim is to find out excellent S&T achievements that can accelerate the advancement of Science and Technology or can accelerate the economic development of country and local areas, and then to reward them. Because of good effect to encourage the units or persons who gained the awards and well function to support researchers and lead them into further research, the policy of Awards for S&T achievements becomes one of the most important approaches to promote the continuing appearance and popularization of S&T achievements in our country. At present, the reform and improvement to the policy of Awards for S&T achievements by county and local areas requires the evaluation method which evaluates the levels of S&T achievements in the progress of evaluation for S&T achievements to be scientific, impartial and reasonable. So it is extremely valuable to research the evaluation method for S&T achievements.This thesis firstly introduces and analyses the past and present situations of Awards for S&T achievements in our country, points out it is indispensable and important to research evaluation methods for S&T achievements.Furthermore, it introduces several evaluation methods popular at present. Based on the contrast and analysis to the merits and shortcomings of these evaluation methods, it proposes a feasible evaluation method for S&T achievements according to the characters and principles of evaluation method for S&T achievements. Meanwhile, it also gives the evaluation model and evaluation indicator architecture of this method.At last, it introduces the whole progress of implementation the software system for S&T achievements evaluation with the applications of some popular technology at present, such as N-tier Client/Server Architecture, Data Warehouse, RS-232 Serial Programming and so on. In addition, it demonstrates the actual applications of above evaluation model and evaluation indicator architecture in the software system for S&T achievements evaluation.It is undoubted that the application of evaluation method for S&T achievements and the implementation of the software system for S&T achievements evaluation not only will be a scientific and digital approach feasible to the evaluation for S&T achievements in the future, but also will greatly improves the efficiency and increases the scientific extent of the evaluation for S&T achievements. These changes will meet the scientific, impartial and reasonable requirements in the progress of evaluation for S&T achievements and will make contribution for the continuing appearance and popularization of S&T achievements.
