Research On Current Situation And Countermeasures Of Scientific And Technical Community Undertaking The Transfer Of Government Functions

In the third Plenary Session of the 18 th CPC Central Committee,the Party makes special emphasis that the market plays a key role in the allocation of resources to further give full play of good government.That is to say,it is imperative to speed up the change of government functions,and further streamline administration and delegate power,and some matters that are suitable for social organizations such as the third sector are transferred to social organizations to achieve the government.The market and the social organizations bear its responsibility.The scientific and technical community is the main component of the social organization,and plays a very important role in the social management and public service.However,the current scientific and technical community which undertakes the transfer of government functions is in a narrow range,poor channels,and very limited space and it is difficult to play an effective role in many areas.Ningbo science and technology community involved in the integration of industrial and agricultural science and technology,In the participation of government transfer function in the forefront,the establishment of a national Institute of service stations and academicians as a support,Has a wealth of experience in the province and the country,there is a certain universal reference.How to actively and steadily carry on a good transfer of government functions and play the function and role of scientific and technical community.How to perform the government functions through the third party social organizations such as scientific and technical community.It is not only a major public policy theory,but also the urgent task to the new norm in the practice of economic and social development.This paper discusses the topic for five parts.The first part is the introduction.Through the in-depth investigation of domestic and foreign literature with a comprehensive analysis of domestic and international research status,we put forward research methods and research content to clarify the purpose and significance of the research.The second part is the core concept and theoretical basis.Referring to the new public service theory,cooperative governance theory and the third sector theory,this paper discusses the necessity of undertaking the transfer of the government functions,and provides a theoretical tool for the in-depth analysis and research.The third part is the status of Ningbo scientific and technical community to undertake the transfer of government functions.This paper introduces the main contents,the basic methods,the system platform and the good benefits of the government transfer function of the scientific and technological community in Ningbo to offer practice sample for this research.The fourth part is the problems and reasons occurred when the scientific and technical community undertakes the transfer of government functions,and discusses the problems faced by the scientific and technical community undertaking the government functions,and makes in-depth analysis of its causes,which can be carried out further study.The fifth part is to improve some suggestions about the scientific and technical community to undertake the transfer of government functions and put forward to improve the supporting conditions,content category and carrier methods of the scientific and technical community to undertake the transfer of government functions to further enhance the ability to undertake the functions of the scientific and technical community.
