Preschool education is an important part of the national public infrastructure,which is of great significance to improve the level of education in China.With the continuous development of economy and society,people's demand for receiving fair and high-quality pre-school education is constantly increasing,and a series of problems such as insufficient access,shortage of educational resources,and inefficient use of resources are gradually highlighted.In order to relieve the government's financial pressure and promote the reform and innovation of Education,PPP mode is applied to the field of pre-school education.However,the lack of experience in the PPP mode of pre-school education in China,the imperfection of the corresponding supporting system,especially the lack of local government supervision,led to the extensive abuse of PPP mode,and even the privatization of PPP mode,which hindered the development of PPP mode in the field of pre-school education.Therefore,in order to maintain the public interest and meet the public demand,the local government should establish a set of perfect regulatory measures to regulate the application of PPP model in the field of preschool education.This paper is divided into four parts by using public choice theory and market failure theory.First of all,by using the literature research method,reading the domestic and foreign literature related to the government's supervision of PPP mode,this paper analyzes the research status of the government's supervision of PPP mode at home and abroad from three aspects: the legislative level,the regulatory agencies and the regulatory methods,and discusses the definition of preschool education,the characteristics of PPP mode,the government's supervision and related theories,which lays a foundation for the development of this paper Theoretical basis.Secondly,combined with the relevant policies and operation of the PPP model of pre-school education in China,this paper makes a research on the PPP model of pre-school education in Shijiazhuang City,summarizes the achievements of Shijiazhuang City in the supervision of the PPP model of pre-school education,including actively improving the rules and regulations to regulate the use of PPP model,through the way of both rewards and punishments We will promote the development of PPP model in the field of preschool education and strengthen the daily management of preschool education institutions run by PPP model.Thirdly,based on using the research method,we know that there are some problems in the current supervision measures,such as the imperfect laws and regulations,the unreasonable division of supervision responsibilities and the single supervision mode.We analyze the problems one by one and find out the causes,including the lack of special laws and regulations,the inadequate transformation of the role of the government,the lack of awareness of public participation and the lack of independent supervision mechanism Structure.Finally,based on the experience of foreign countries in the supervision mode of PPP project,this paper puts forward the optimization measures of the government in the supervision of pre-school education held by PPP mode through comparative law,mainly including the following points: first,improve the construction of laws and regulations,and complete the design of special laws as soon as possible;second,establish an independent supervision institution,introduce professional and technical personnel to build a supervision team;third,establish an independent supervision organization and introduce professional and technical personnel to build a supervision team Strengthen the supervision of the operation process to form a multi-dimensional supervision system;fourth,clarify the responsibilities of both parties and establish the accountability mechanism of the accountability PPP project;fifth,strengthen the cooperation relationship,strengthen the spirit of contract and build a two-way evaluation feedback;sixth,specify scientific evaluation standards and improve the supervision performance evaluation system.Hope to provide ideas for optimizing the government supervision of preschool education in PPP mode.
