Research On Effective Public Participation In Government Public Decision-making In The New Era

China has entered a new era.New historical orientations,new historical missions,and new major contradictions have imposed higher demands on the government public decision-making.In the past,closed decision-making and elite decision-making models were no longer adapted to the needs of the development of the new era.Open decision-making systems and the introduction of public participation have become an inevitable trend.Under the active advocacy of the party and the government,Public participation in public decision-making is generally on the rise,but at the same time,the legitimacy of public policy is constantly challenged,and the conflict between the government and the public continues.First,low-level participation,public interest is ignored,and public dissatisfaction and opposition reduce the government's credibility.The second is excessive participation.The radicalization of the participation method has even evolved into a mass incident that affects the efficiency of government decision-making,threatens the quality of decision-making,and causes great waste of social resources and affects social stability.Therefore,exploring the public's strategy for effective and appropriate participation in public decision-making is conducive to improving the legal decision-making mechanism and to facilitating the democratization and scientific decision-making to improve the quality of decision-making.Public participation in public decision-making is a complex process,The existing research mainly focuses on the expansion of public participation channels and the improvement of institutional mechanisms.In view of this,this study is based on the deliberative democracy theory and Thomas' s public participation in the decision-making model analysis framework.Based on the public participation effectiveness dimension,starting from the two government and public participants,this study will sort out the cases of public participation in government decision-making in recent years and analyze the current situation of decision-making public participation in the development of practice.This study believes that moderate participation is the key to ensuring public participation in decision-making effectiveness.The mature,rational and tolerant public,sound and complete public participation mechanisms,unimpeded expression of interest appeals,and perfect consultation and trust system are the necessary conditions for ensuring appropriate and effective public participation.
