China has established "16+1" cooperation framework with Central and Eastern Europe in 2012,a positive progress was made in cooperation between central and eastern European countries,cooperation in interoperability,trade and investment,finance,agriculture,culture and other areas of development has gradually entering blissful circumstances.In 2013,the Chinese Government proposed the "the Belt and Road Initiative"including "Silk Road Economic Belt" and "the 21 st Century Maritime Silk Road ".In March 2015,China NDRC,the Ministry of foreign affairs,the Department of Commerce three ministries jointly issued a "push to build Silk Road Economic Belt and the 21 st Century Maritime Silk Road vision and action",which describes the specific implementation roadmap of " the Belt and Road Initiative"," marks the Belt and Road Initiative is written into effect,from entering the comprehensively promote stage.The "16+1"cooperative framework is "a new regional cooperation mechanism under the background of the Belt and Road Initiative.It has stable synergistic effect with One Belt and One Road Initiative,which is favorable for the formation of comprehensive and balanced China-EU cooperation relations,also is an important mechanism to promote the interoperability of the Eurasian continent.The Central and Eastern Europe is located in connecting the centre of Europe of The Belt and Road" initiative,is the core hub of Asia Europe cooperation,with natural geographical advantages.The "16+1"cooperation framework will bring the main content of The Belt and Road initiative into their development planning,so as to create considerable achievements in terms of strategic docking,economic cooperation,cultural exchanges.It can be seen that China and the central and Eastern European countries are gradually entering the fast track of comprehensive cooperation.However,under the background of "One Belt And One Road" initiative,"16+1" cooperation also faces many challenges,the need for multiple challenges,to deal with the political system and take effective measures to avoid the plight of trade and investment,pay attention to the negative public opinion appears part of cultural exchanges and handle other related aspects of the national cooperative relations in the region of interest.Therefore,we can start from the "16+1" cooperation platform,through different subzone framework and the BBS of follow up and cooperate with each other,improve the top-level design,adhere to the open,inclusive and transparent principles,focus on the economic differences and promote bilateral cultural exchanges,to create a good atmosphere of cooperation,to ensure that the Belt and Road Initiative will play the greatest effect in promoting the level of development in relationship between China and Central and Eastern Europe...
