The Belt and Road Initiative is a major program of international cooperation launched by China that encompasses many countries in Asia and Europe,the Pacific Ocean and the African continent and aims to achieve political,economic,cultural and social progress through the "One Belt and One Road" platform Win-win development cooperation.The new Eurasian Continental Bridge Economic Corridor is an economic corridor built on the cross-boundary channel and focused on the "Belt and Road Initiative".When completed,the new Eurasian Continental Bridge economic corridor will not only enable goods trade and energy supply to flow smoothly,but also reach new heights in cultural exchanges that will bring cultural prosperity.Humanistic communication focuses on personnel exchanges,especially by international migration activities.Therefore,regulating the migration of international immigrants and preventing the emergence of immigrants' plight in the countries traversed by the New Eurasian Continental Bridge Economic Corridor is an issue to be studied urgently.New Asia-Europe countries can be divided into four small regions,five Central Asian countries;Russia,Ukraine and Poland;Germany and the Netherlands and China.In Central Asia,Russia and Uzbekistan,as well as in China,international immigrants have been at a deficit for a long time.The loss of their labor force and top talent to the developed western countries is grave.In the border areas,migrants are threatened by terrorist attacks and refugees.The Germany-Netherland region is also deeply invaded by illegal immigrants and can hardly cover itself in the refugee crisis in West Asia and North Africa.In general,the migration laws of all countries in the region advocate controlling the number of immigrants,encouraging the movement of skilled workers and experts,simplifying the procedures of exit and entry,and cracking down on smuggling of people.An analysis of the status quo of international migration and the evolution of migration laws in various countries in the New Asia-Europe region shows that the existing problems in the region include the imbalance of the migration market and the uncoordination of migration cooperation.In particular,the migration market in Central Asia is too conservative,the demobilization market in the Russia-Ukraine-Poland region is severely divided,the Germany-Netherland region is struggling to cope with the influx of refugees,and the international migration market in China is not perfect.In addition,international organizations compete for migration rights while the threat of illegal immigration and terrorism is shifting.In response to these problems,we should first establish a system of migration laws based on bilateral or multilateral treaties,deepen the influence of multilateral treaties by stages,and design the "International Travel Card" and "International Students Identity Card"systems at different levels.Depth cooperation in the area of labor migration and reverse the continuous emergence of illegal immigrants and refugees from the root causes.China should also further open up its own migration market and do a good job in propaganda and exchange of international immigrants as soon as possible.It should perfect its own migration law and set up a system supported by the "Migration Law"as the pillar,supplemented by the "Law on Protection of Rights and Interests of Overseas Chinese" and the "Refugee Law".Else,Bureau of Migration Administration shall do its best to perform the duty,so to manage domestic migration issues uniformly. |
