| Due to the fierce conflicts between the economic development and the conflict between land supply and demand,land illegal phenomena have gradually expanded and gradually spread in recent years.Faced with the severe situation of illegal land,it is of great significance to curb land illegality by clarifying the behavioral logic mechanism of the offending subject at the source of the illegality and exploring the influence of the officials on the land use behavior after the official transfer.This study will focus on the regional changes in the official experience of officials,explore the impact of official transter experiences on their land use behavior,and then explore the links between officials’ transter in other places and land violations.This will further improve the research on the illegal behavior of land and the land of local officials.The research on the use of decision-making has a certain theoretical significance,and it helps to provide reasonable suggestions for the improvement and perfection of the local government’s land use management mechanism,so as to further control and contain land illegal acts from the source of the violation.Firstly,based on the analysis of the impact factors of land illegality and the existing research results of officials’ transter in other places,this study constructed a theoretical framework for the influence of local officials on land violations,and analyzed the regional changes and land changes experienced by officials in transter with other places.The deep-seated illegal relationship and its decision-making motive,that is,officials believe that in the process of out-of-town transter,the behaviors may be strengthened or changed through the "inertia effect of behavior" and "social learning effect",thus resulting in the illegal behavior of land inflows.Specific impact.Secondly,after analyzing and collating officials’ data and land illegal data,they have organized the temporal and spatial changes in recent years,built an econometric model based on the discovered initial laws,and divided officials’ transter experiences into "central-local"and "local-local",to analyze the behavioral decisions of the central government officials and inter-provincial transter officials respectively,and at the same time,investigate provincial officials’ transter according to the severity of local land violations.Finally,based on the estimation results of the empirical model,the author analyzes the internal motivations and results of the influence of local officials on the illegal land transter,and based on the results,puts forward reasonable policy suggestions for improving the illegal governance and land management mechanism of the central government and the provincial government.The results of the study show that:First,the results of the "central-local" transfer model show that the impact of the appointment of officials on the local government to the local government officials on the number and area of illegal land inflows to the land is not significant.Secondly,the results of the "local-local" transfer model show that the transfer of provincial officials from relatively illegal areas to relatively minor areas has a significant positive effect on the number of illegal land inflows,and the impact on illegal land area is not significant.Not obvious.Thirdly,the results of the "local-local"transfer model show that the tansfer of provincial officials from relatively illegal areas to relatively serious areas has a significant negative impact on the illegal area of land inflows,while there is no significant number of cases of land violations.Influence effect.Based on the research results,this study extracted the following conclusions:First,for different regions,officials from within the region to transter and outside the region to transter may have different effects on different regions.Second,central government officials are appointed provincial officials through deployment and will not maintain the law-abiding character after the transter.Thirdly,transter of officials in land areas that are relatively infringing on the law to areas with relatively minor violations of the law will promote the increase in illegal land inflows,that is,transplant land illegal experiences.Fourth,transter of officials in relatively-illegal areas of land to areas with relatively serious violations of the law will inhibit the increase in the illegality of land inflows,ie,inheritance of law-abiding experience.Finally,the thesis puts forward several policy suggestions on the suppression of land illegal activities and the improvement of official transfer based on the results of the research.First of all,it is necessary to proceed from the behavioral decisions of local officials,improve the performance appraisal mechanism of local officials,change the status quo of local development decisions in pursuit of a speedy economy,and incorporate relevant factors such as the standardized use of land resources and the degree of efforts to control illegal phenomena into the scope of achievements assessment.From the land for the first period of illegal use to curb illegal use of the act,eliminating the internal driving force of land illegal acts.Second,improve the transter system for local officials.In the initial stage of decision-making on changes in the formation of official transter,we will include indicators for the impact of land law violations.In the course of official transter,we will strengthen the tracking and supervision of local officials.Finally,we need to strictly enforce the land supervision system,strengthen supervision of land law enforcement,and improve both the probability of conviction and the degree of punishment.We must increase both the illegal cost of land and the occurrence of land violations. |
