A Research On Budget Supervision Practice Of H District People's Congress And Its Improvement

The newly revised "budget law",which was formally implemented in January 2015,is an important achievement of the legal system construction in our country.At the new period,it is the basis and criterion for the People's Congress(PC)carrying out the budget supervision to implemente this new law,and also an effective way to manage or supervise the country's public resources on behalf of the people.The new"budget law",which was added into many feasible provisions,has played a guiding role in the practice of budget supervision of basic PCs.Through this way,the effect of the basic PCs' budget supervision has been enhenced so much that the budget supervision gradually tends towards essential from formal.Given that many basic PCs are still in the process of exploring new paths and methods after the implementation of the new "budget law",I would just introduce the exploration and practice of H District's budget supervision in recent 3 years,combined with my work practice.My investigation about H District's budget supervision,which use qualitative analysis and quantitative analysis,have found main deficiencies in it;the legal mechanism of budget supervision is not perfect,the authority of the PC of the budget supervision is discounted,and the ability of the PC to supervise the budget is weak.The results of this investigation show that it is very necessary to refer advanced experience of other domestic counties and districts,to strengthen the district's institutional building,to enhance the ability to represent and to search new means of budget supervision by PC.The H district should further make good use of the PC's supervisional function endowed by law,in order to manage people's money bag wisely.Moreover,the practical experience of the H District can also provide a case which can be refered by the PCs in surrounding areas.
