Increasing the ability of local people's congress conducting budget supervision is an effective way to perfect its supervision power,as well as a growth point of perfecting the political development and the legal system of China under the rule of law.After years of exploration,the people's congress at all levels have gained abundant experiences in many aspects,including enriching the ways of supervision,perfecting the supervision methods,enhancing the building of supervision system and so on.According to overall situation,there are still many problems in the budget supervision over government,such as the situation of form principle over substance in supervising,the gap between the need of conducting supervision and the ability of people's congress and special committee because of the disadvantages of the staffs' age and knowledge.In addition,it urges the integrating of the supervision authorities.Among them,a very prominent,noteworthy phenomenon was that the local people's Congress budget oversight capacity is significantly lower than that of the national people's Congress,meanwhile,the ability of budget supervision power varied significantly in the people's Congress at local level.Why did China's local people's congresses supervisory capacity lag behind the national people's Congress? How to understand this phenomenon? How to solve the problems that the local people's Congress have encountered in exercising the power over local government? The answers to these questions are critical to the constructing of the financial legal system and development of politics of local-level governments.In view of this,based on the facts of local governments implementing supervision power,this article focuses on the empirical investigation on A county in order to conclude the endogenous and exogenous influencing factors and the evolving pattern of local people's congress conducting supervision.And then,it wishes to propose targeted suggestions.Through the academic research into the county-level people's congresses,this article seeks to render the process local people's congresses conducting budget supervision in the real world a possible explanation.Specifically,the article tries to answer the following questions.How the people's congress of A county conduct the budget supervision power over government? What are the endogenous and exogenous factors influencing the ability of budget supervision? How to develop the ability and efficiency of local people's congress conducting supervision power?To answer the above questions,this article applies the system analysis framework andthe correlation analysis method to analyze the county-level people's congresses' behavior,a five-dimension analytic framework came into being.This framework consists of five concepts,the structure of budget supervision power,the law system relating to budget supervision,the role definition of supervision authorities,the structure of organizations and the structure of staff members in the organizations.Under the direction of this framework,the article focuses on answering the questions as follows.Who has the power to supervise the supervision authorities? What laws can be used for the supervision authorities to conduct the power? How to conduct the budget supervision power? All those five concepts are used to analyze this conduction.The structure of this article is as follows.The first part concentrates on the introduction to the thesis,including the meaning of the research,research status at home and aboard and the methods.In the second part,the article focuses on the practice of A county conducting budget supervision power,including the process and effectiveness.The third part analyzes the problems faced of people's congress of A county,including the budget auditing,budget conducting,the actual budget supervision and the blind spot encountered.The fourth part of this article focuses on the county-level people's congresses all over the county,analyzing proposing solutions for the problems.In the final part,the article concentrates on the flaws resulting from the research,as well as the unsolved questions and further research direction.
