A Study On Formulation Of Local Regulations Of Districted Cities Of Guangxi Province

The “Legislation Law of the People's Republic of China” enacted in 2015 has authorized the subject qualification of local legislative to all cities with districts in China,indicating that China's local legislative system have ushered in a new development pattern.However,there are so many challenges that the districted cities must face: how to ensure the local legislative power be implemented in a standardized manner,how to ensure the local social governance be in legalization,how to enhance the local legislative capacity,and how to ensure the quality of local legislation,etc.This article analyzes the scope of the local legislative authority of districted city,and tries to enumerate the scope of the local legislative issues,to provide specific legal basis for the districted cities of GuangXi to carry out local legislative work.Based on the analysis of the local legislation experience in Nanning,which is the only city has been authorized local legislative right in GuangXi before 2015,and the analysis of the status quo of local regulations in other districted cities in GuangXi,we explored the deficiencies and shortcomings in the process of local legislation in the districted cities of GuangXi.Therefore,We can figure out the countermeasures for the improvement of the local legislative activities in districted cities of GuangXi from the follow three aspects:enhance the local legislative capacity,improve the local legislative process mechanism,and sound the local legislative supervision mechanism,and the key is to focus on improving the configuration of the local legislative body,optimizing the allocation of legislative talent resources in GuangXi,standardizing local legislation procedures,broadening public participation mechanisms,and improving the review and approval mechanisms for local regulations and the post-legislation assessment mechanisms.
