Guangyuan port water traffic safety emergency management capability evaluation is to sum up and test whether the expected benefits and goals of the corresponding software and hardware have been set up for emergency management team and emergency management infrastructure,whether the main tasks are effectively completed,the ability of regional emergency management can be improved,and the successful experience and failure lessons in the construction of emergency management system are summarized.Finally,through effective feedback mechanism,the ability of emergency management of regional water traffic safety can be improved,so as to improve the social and economic benefits of the project.The waterway traffic safety emergency management capability evaluation theory,method and content of exploration and research is the key to evaluate whether waterway traffic safety emergency management capability can play an important role in the system construction of waterway traffic safety in emergency management.The first chapter describes the background and significance of the paper,analyzes and studies the development status of safety emergency management at home and abroad,and clarifies the necessity of the research of water traffic safety emergency management capability evaluation.The second chapter discusses the basic concept of waterway traffic safety emergency management and the related theory,including basic concepts of waterway traffic safety emergency management and its particularity,and the decision principle,safety science and safety system theory and emergency support theory is introduced,and then defines the scope of the study.After defined the scope of the study,the third chapter is to analyze the general requirements from the waterway traffic safety emergency management capability and its components,the relevant policies and regulations,infrastructure construction,emergency rescue and other aspects of the Guangyuan port and waterway transportation safety emergency management capability,and summarizes the existing Guangyuan port waterway traffic safety emergency management capability the problems,and points out the important significance of the development and construction of waterway traffic safety emergency management system.After the evaluation of research direction in determining the thesis,the fourth chapter expounds the construction of waterway traffic safety emergency management capability evaluation index system,in the process of selection of index system in this paper using principal component analysis method and expert scoring method to construct the index system for the preliminary screening of perfection.In order to make the index system more scientific,scoring evaluation indicators based on the importance of waterway traffic safety emergency management capability assessment at all levels of personnel in related fields by way of questionnaire invitation,and then through the SPSS23.0 analysis and factor validity analysis of the questionnaire data,and then setting out waterway traffic safety emergency management capability assessment the main index.According to the characteristics of the evaluation of waterway traffic safety emergency management capability,the fifth chapter opened on the waterway transportation safety emergency management ability of constructing the evaluation model about work,in full consideration of the nature and characteristics of the evaluation of waterway transportation safety emergency management capability,from analytic hierarchy process and advantages of the respective characteristics of the fuzzy comprehensive evaluation method,finally construct the fuzzy comprehensive evaluation model,the difficulty of evaluation of waterway traffic safety emergency management capability of the proposed method is reasonable,and lay a solid theoretical foundation for the empirical analysis.After the establishment of post evaluation index system and post evaluation model,the sixth chapter makes an empirical research on the emergency management system of waterway traffic safety in Guangyuan port.Based on the evaluation index system and its evaluation model of water traffic safety emergency management capability,the emergency management system of Guangyuan port waterway traffic safety is analyzed and evaluated.The evaluation results show that the emergency management system of traffic safety in Guangyuan port is subordinate to the grade "excellent".Finally,qualitative analysis and quantitative analysis are made for the emergency management system of waterway traffic safety in Guangyuan port.According to the conclusion,we need to improve and perfect it,and put forward relevant solutions and suggestions.Waterway traffic safety emergency management capability evaluation index system and evaluation model built in this paper fit the characteristics of evaluation of waterway traffic safety emergency management capability,pertinence and rationality;evaluation of waterway traffic safety emergency management capability of the model has good portability and practical application value,can provide strong support for the evaluation of other similar projects the work and related follow-up work.
